SB176-SA1,1,11 At the locations indicated, amend the bill as follows:
SB176-SA1,1,2 21. Page 9, line 20: after that line insert:
SB176-SA1,1,3 3" Section 18m. 115.372 of the statutes is created to read:
SB176-SA1,1,4 4115.372 Deaf and hard-of-hearing education council. (1) In this section:
SB176-SA1,1,55 (a) "Council" means the deaf and hard-of-hearing education council.
SB176-SA1,1,66 (b) "Hearing impaired" has the meaning given in s. 115.51 (2).
SB176-SA1,1,11 7(2) The state superintendent shall seek the advice of and consult with the
8council on issues related to persons who are hearing impaired. The state
9superintendent and the director of the Wisconsin Educational Services Program for
10the Deaf and Hard of Hearing, or their designees, shall attend meetings of the
11council.
SB176-SA1,1,12 12(3) The council shall do all of the following:
SB176-SA1,1,1313 (a) Meet at least twice each year.

1(b) Advise the state superintendent on such statewide services, activities,
2programs, investigations, and research as in its judgment will benefit pupils who are
3hearing impaired.
SB176-SA1,2,54 (c) Make recommendations for the improvement of services provided by the
5Wisconsin Educational Services Program for the Deaf and Hard of Hearing.
SB176-SA1,2,76 (d) Review the level and quality of services available to pupils in the state who
7are hearing impaired and make recommendations about those services.
SB176-SA1,2,98 (e) Propose to the state superintendent ways to improve the preparation of
9teachers and other staff who provide services to pupils who are hearing impaired.
SB176-SA1,2,1210 (f) Propose to the state superintendent ways to improve coordination between
11the department and other agencies in providing services to persons who are hearing
12impaired.
SB176-SA1,2,13 13(4) The council may initiate consultations with the department.
SB176-SA1,2,16 14(5) The council shall have access to public files, public records, and statistics
15kept in the department that relate to matters concerning children who are hearing
16impaired.".
