SB227-SA1,1,11 At the locations indicated, amend the bill as follows:
SB227-SA1,1,2 21. Page 2, line 3: after that line insert:
SB227-SA1,1,3 3" Section 1m. 343.12 (2) (h) of the statutes is amended to read:
SB227-SA1,1,94 343.12 (2) (h) Prior to the initial issuance or renewal of the endorsement, takes
5and passes a special examination prescribed by the department and administered
6by the department or by a 3rd-party tester under s. 343.16 (1) (b) to determine his
7or her ability to safely operate a school bus. This special examination may include
8the examination required under sub. (3). The department may renew the
9endorsement without retesting the licensee, except under sub. (3).

SB227-SA1,2,2 102. Page 2, line 8: on lines 8 and 11, delete "sub. (2) (h) and s. 343.16 (3) (b)" and
11substitute "s. 343.16 (3) (b), a vision and hearing screening prescribed the
12department, and, if the department or a 3rd-party tester deems it necessary to

1determine the person's ability to operate a school bus safely, a demonstration of
2driving skills under 343.16 (1) (a)".

SB227-SA1,2,4 4" Section 4j. 343.12 (4) (b) of the statutes is amended to read:
SB227-SA1,2,95 343.12 (4) (b) The department may, by rule, establish standards for the
6employment by an employer of a person under par. (a) 3. as an operator of a school
7bus in this state. The rules may require the person to meet the qualifications
8contained in sub. (2), (2m), or (3) and any rules of the department applicable to
9residents.
SB227-SA1, s. 4m 10Section 4m. 343.16 (1) (b) (intro.) of the statutes is amended to read:
SB227-SA1,2,1911 343.16 (1) (b) Third-party testing. (intro.) The department may contract with
12a person, including an agency or department of this state or its political subdivisions
13or another state, or a private employer of commercial motor vehicle drivers, to
14administer commercial motor vehicle skills tests required by 49 CFR 383.110 to
15383.135, examinations required to be administered under s. 343.12 (2) (h) and (2m)
16and abbreviated driving skills tests required by sub. (3) (b). The department may not
17enter into such testing contracts with a private driver training school or other private
18institution. A contract with a 3rd-party tester shall include all of the following
19provisions:

SB227-SA1,3,221 343.16 (1) (b) 4. Examiners of the 3rd-party tester shall meet the same
22qualifications and training standards as the department's license examiners to the
23extent established by the department as necessary to satisfactorily perform the skills
24tests required by 49 CFR 383.110 to 383.135, examinations required to be

1administered under s. 343.12 (2) (h) and (2m) and abbreviated driving skills tests
2required by sub. (3) (b).".
