SENATE SUBSTITUTE AMENDMENT 1,
TO 2001 SENATE BILL 307

SB307-SSA1,1,4 1An Act to repeal 20.115 (2) (km), 20.370 (1) (hq) and 93.07 (10) (a); to renumber
2and amend
93.07 (10) (b); and to create 20.115 (2) (km), 20.370 (1) (hq), 95.65
3and 95.66 of the statutes; relating to: animal health regulation and making
4appropriations.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB307-SSA1, s. 1 5Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
6the following amounts for the purposes indicated: - See PDF for table PDF
SB307-SSA1, s. 2 7Section 2. 20.115 (2) (km) of the statutes is created to read:

120.115 (2) (km) Animal health regulation. All moneys transferred from the
2appropriation account under s. 20.370 (1) (hq) for animal health regulation.
SB307-SSA1, s. 3 3Section 3. 20.115 (2) (km) of the statutes, as created by 2001 Wisconsin Act
4.... (this act), is repealed.
SB307-SSA1, s. 4 5Section 4. 20.370 (1) (hq) of the statutes is created to read:
SB307-SSA1,2,86 20.370 (1) (hq) Animal health regulation. The amounts in the schedule to be
7transferred to the appropriation account under s. 20.115 (2) (km) for animal health
8regulation.
SB307-SSA1, s. 5 9Section 5. 20.370 (1) (hq) of the statutes, as created by 2001 Wisconsin Act ....
10(this act), is repealed.
SB307-SSA1, s. 6 11Section 6. 93.07 (10) (a) of the statutes is repealed.
SB307-SSA1, s. 7 12Section 7. 93.07 (10) (b) of the statutes is renumbered 93.07 (10) and amended
13to read:
SB307-SSA1,2,2314 93.07 (10) Animal health; quarantine. To protect the health of domestic
15animals of the located in this state ; and of humans residing in this state and to
16determine and employ the most efficient and practical means for the prevention,
17suppression, control, and eradication of communicable diseases among domestic
18animals, and for. For these purposes it, the department may establish, maintain,
19enforce, and regulate such quarantine and such other measures relating to the
20importation, movement, and care of animals and their products, the disinfection of
21suspected localities and articles, and the disposition of animals, as the department
22may deem determines are necessary. The definition of "communicable disease" in s.
23990.01 (5g) does not apply to this paragraph subsection.
SB307-SSA1, s. 8 24Section 8. 95.65 of the statutes is created to read:

195.65 Intrastate transportation of white-tailed deer. (1) In this section,
2"cervid" means a member of the family of animals that includes deer and moose.
SB307-SSA1,3,5 3(2) The department shall impose the same requirements on the intrastate
4transportation of white-tailed deer that it imposes on the intrastate transportation
5of other cervids.
SB307-SSA1, s. 9 6Section 9. 95.66 of the statutes is created to read:
SB307-SSA1,3,8 795.66 Importation of certain cervids prohibited. (1) In this section,
8"cervid" means a member of the family of animals that includes deer and moose.
SB307-SSA1,3,10 9(2) No person may bring a cervid into this state from a state in which a cervid
10has tested positive for chronic wasting disease.
SB307-SSA1, s. 10 11Section 10. Nonstatutory provisions.
SB307-SSA1,3,1612 (1) Animal health regulation. The department of agriculture, trade and
13consumer protection shall expend the funds appropriated under section 20.115 (2)
14(km) of the statutes for purposes related to animal health regulation, including
15improving its livestock farm location and livestock tracking databases and studying
16the implementation of an electronic system for certification of veterinary inspection.
SB307-SSA1, s. 11 17Section 11. Effective dates. This act takes effect on the day after publication,
18except as follows:
SB307-SSA1,3,2019 (1) Animal health regulation. The repeal of sections 20.115 (2) (km) and
2020.370 (1) (hq) of the statutes takes effect on July 1, 2003.
