Except as provided in s. 20.002 (14), no moneys may be expended from the public transportation account for any propose specified under sub. (3) (b), (4) (b), (6) (b), or (7) (b).

No moneys may be expended from the multimodal account for any purpose specified under sub. (3) (b), (4) (b), (5) (b), or (7) (b) unless the purpose relates to multimodal transportation.
