SB55-ASA1-AA52,2,24 13.093 (2) (b) Executive An executive budget bills bill introduced under s. 16.47
5(1) are is exempt from the fiscal estimate requirement under par. (a) but shall, if they
6contain a provision affecting
, except that an executive budget bill that affects a public
7retirement fund or providing provides a tax exemption, shall be analyzed as to those
8provisions by the respective joint survey committee, and a provision in an executive
9budget bill that imposes a local mandate, as defined in s. 16.59 (1) (b), is subject to
10the fiscal estimate requirements under pars. (a) and (d)
. If such a bill contains a
11provision providing a tax exemption, the bill shall be simultaneously referred to the
12joint survey committee on tax exemptions and the joint committee on finance. The

1report of the joint survey committee on tax exemptions shall be prepared within 60
2days of introduction for bills introduced under s. 16.47 (1).
SB55-ASA1-AA52, s. 97p 3Section 97p. 13.093 (2) (d) of the statutes is created to read:
SB55-ASA1-AA52,2,94 13.093 (2) (d) The fiscal estimate prepared under par. (a) for a bill imposing a
5local mandate, as defined in s. 16.59 (1) (b), shall specify an amount that represents
6a reliable estimate of the total net increased costs to all local governmental units, as
7defined in s. 16.59 (1) (a), that will be attributable to the local mandate in the fiscal
8year in which the bill becomes law and, to the extent possible, a projection of such
9costs in future biennia.".

SB55-ASA1-AA52,2,12 1216.59 State funding of local mandates. (1) In this section:
SB55-ASA1-AA52,2,1613 (a) "Local governmental unit" means a political subdivision of this state, a
14special purpose district in this state, an instrumentality or corporation of such a
15political subdivision or special purpose district, a combination or subunit of any of
16the foregoing, or an instrumentality of the state and any of the foregoing.
SB55-ASA1-AA52,2,1917 (b) "Local mandate" means a state law that requires a local governmental unit
18to engage in an additional activity or provide an additional service, or to increase the
19level of its activities or services.
SB55-ASA1-AA52,2,2020 (c) "Political subdivision" means a city, village, town, or county.
SB55-ASA1-AA52,3,5 21(2) From the appropriation under s. 20.505 (1) (bm), on the basis of relevant
22fiscal estimates prepared under s. 13.093 (2) (a) and (d) and other relevant
23information available to the department, the department shall reimburse local
24governmental units for their approximate costs that are attributable to local

1mandates that are enacted on or after the effective date of this subsection .... [revisor
2inserts date]. Reimbursements under this section shall be made on a quarterly basis
3and shall be accompanied by a statement identifying each local mandate for which
4reimbursement is made and the amount of reimbursement for each of those local
5mandates.".
