AB105-ASA1,1,3 1An Act to create 15.157 (2), 20.143 (1) (fj) and 560.085 of the statutes; relating
2to:
establishing a state waterfront development program and creating a council
3on that program.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB105-ASA1, s. 1 4Section 1. 15.157 (2) of the statutes is created to read:
AB105-ASA1,1,105 15.157 (2) On-the-waterfront program council. (a) There is created in the
6department of commerce an on-the-waterfront program council, consisting of the
7secretary of commerce or his or her designee, the secretary of tourism or his or her
8designee, the secretary of natural resources or his or her designee, the secretary of
9transportation or his or her designee, and the following members appointed for
103-year terms:

12organization.

12. One member representing a local visitor and convention bureau or similar
2organization.
AB105-ASA1,2,33 3. One member representing a city, village, or county.
AB105-ASA1,2,44 4. One member representing a town.
AB105-ASA1,2,55 5. One member representing the planning profession.
AB105-ASA1,2,66 6. One member representing the financial community.
AB105-ASA1,2,77 7. Two members representing the business community.
AB105-ASA1,2,98 (b) The secretary of commerce shall designate an employee of the department
9of commerce to serve as nonvoting secretary for the council.
AB105-ASA1, s. 2 10Section 2. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

AB105-ASA1, s. 3 12Section 3. 20.143 (1) (fj) of the statutes is created to read:
AB105-ASA1,2,1413 20.143 (1) (fj) On-the-waterfront Program. The amounts in the schedule for
14general program operations under s. 560.085.
AB105-ASA1, s. 4 15Section 4. 560.085 of the statutes is created to read:
AB105-ASA1,2,16 16560.085 On-the-waterfront Program. (1) In this section:
AB105-ASA1,2,1717 (a) "Municipality" means a city, village, or town.
AB105-ASA1,3,218 (b) "Revitalization" means the process of engaging in any work or undertaking
19by a municipality to construct, reconstruct, renovate, or rehabilitate buildings,

1structures, or other improvements at a site or facility to increase economic activity
2and tourism.
AB105-ASA1,3,33 (c) "Waterfront area" means an area located adjacent to a lake or stream.
AB105-ASA1,3,8 4(2) The department shall establish and administer a state waterfront
5development program, entitled the "On-the-waterfront Program," to assist
6municipalities in coordinating, planning, managing, and implementing programs
7for the revitalization of waterfront areas. The department shall do all of the
8following:
AB105-ASA1,3,109 (a) Employ, in the state classified service, staff for the On-the-waterfront
10Program.
AB105-ASA1,3,1311 (b) Coordinate state programs for grants that are available to municipalities
12for waterfront development, including transportation enhancement activities
13program grants and grants from the department.
AB105-ASA1,3,1514 (c) Provide to municipalities technical assistance, training, and information on
15the revitalization of waterfront areas.
AB105-ASA1,3,1916 (d) With assistance from the on-the-waterfront program council and from
17interested individuals and organizations, develop a plan describing the objectives of
18the On-the-waterfront Program and the methods by which the department shall
19accomplish the duties under pars. (b) and (c).
AB105-ASA1,3,20 20(3) The on-the-waterfront program council shall do all of the following
AB105-ASA1,3,2221 (a) Help the secretary to develop a plan to operate the On-the-waterfront
22Program.
AB105-ASA1,3,2423 (b) Review the effectiveness of, and recommend to the secretary procedures to
24improve, the On-the-waterfront Program.
AB105-ASA1, s. 5 25Section 5. Nonstatutory provisions.
AB105-ASA1,4,4
1(1) On-the-waterfront program council. Notwithstanding the length of
2terms specified for the members of the on-the-waterfront program council under
3section 15.157 (2) (a) (intro.) of the statutes, as created by this act, the initial
4members shall be appointed for the following terms:
AB105-ASA1,4,65 (a) The members specified under section 15.157 (2) (a) 1. to 4. of the statutes,
6as created by this act, for terms expiring on July 1, 2006.
AB105-ASA1,4,87 (b) The members specified under section 15.157 (2) (a) 5. to 7. of the statutes,
8as created by this act, for terms expiring on July 1, 2007.
AB105-ASA1,4,129 (2) Position authorization. The authorized FTE positions for the department
10of commerce are increased by 1.0 GPR position, to be funded from the appropriation
11under section 20.143 (1) (fj) of the statutes, as created by this act, for the purpose of
12administering the On-the-waterfront Program.
