(3m) (b) For purposes of par. (a), administrative costs consist of the costs
6incurred in the administration of the department and its divisions and
bureaus, in
7providing support services for the department
, and in the issuance of licenses and
8other approvals by the department.

(3m) (c) On September 1, 2003, and on September 1 of each
11odd-numbered year thereafter, the department shall submit a plan to the joint
12committee on finance specifying how the department will ensure that the total
1expenditures in each fiscal year of the current biennium from the fish and wildlife
2account of the conservation fund meet the requirements of par. (a). If the
3cochairpersons of the committee do not notify the department within 14 working
4days after the date of submittal of the plan that the committee has scheduled a
5meeting for the purpose of reviewing the plan, the department may implement the
6plan. If within 14 working days after the date of submittal of the plan, the
7cochairpersons of the committee notify the department that the committee has
8scheduled a meeting for the purpose of reviewing the plan, the department may
9implement the plan only as approved or modified by the committee.
