TO 2003 ASSEMBLY BILL 4

AB4-ASA1,1,3 1An Act to amend 25.29 (3m) (b); and to create 25.29 (3m) (c) of the statutes;
2relating to: administrative costs of the Department of Natural Resources
3concerning the management of fish and wildlife resources.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB4-ASA1, s. 1 4Section 1. 25.29 (3m) (b) of the statutes is amended to read:
AB4-ASA1,1,85 25.29 (3m) (b) For purposes of par. (a), administrative costs consist of the costs
6incurred in the administration of the department and its divisions and bureaus, in
7providing support services for the department, and in the issuance of licenses and
8other approvals by the department
.
AB4-ASA1, s. 2 9Section 2. 25.29 (3m) (c) of the statutes is created to read:
AB4-ASA1,2,910 25.29 (3m) (c) On September 1, 2003, and on September 1 of each
11odd-numbered year thereafter, the department shall submit a plan to the joint
12committee on finance specifying how the department will ensure that the total

1expenditures in each fiscal year of the current biennium from the fish and wildlife
2account of the conservation fund meet the requirements of par. (a). If the
3cochairpersons of the committee do not notify the department within 14 working
4days after the date of submittal of the plan that the committee has scheduled a
5meeting for the purpose of reviewing the plan, the department may implement the
6plan. If within 14 working days after the date of submittal of the plan, the
7cochairpersons of the committee notify the department that the committee has
8scheduled a meeting for the purpose of reviewing the plan, the department may
9implement the plan only as approved or modified by the committee.
AB4-ASA1, s. 3 10Section 3. Effective dates. This act takes effect on the day after publication,
11except as follows:
AB4-ASA1,2,1312 (1) The treatment of section 25.29 (3m) (b) of the statutes takes effect on July
131, 2003, or on the day after publication, whichever is later.
