AB859-AA1-AA1,1,1 At the locations indicated, amend the amendment as follows:

AB859-AA1-AA1,1,4 1. Page 2, line 2: delete the material beginning with "No" and ending with "2003." on line 4 and substitute "No moneys may be encumbered under this paragraph for grants under s. 560.25 after June 30, 2003 2005.".

AB859-AA1-AA1,1,5 2. Page 2, line 11: delete lines 11 to 15 and substitute:

AB859-AA1-AA1,2,2 "(b) Notwithstanding section 20.001 (3) (c) of the statutes, no later than June 30, 2005, the department of commerce shall, pursuant to a plan approved by the secretary of administration, lapse to the general fund any or all of the unencumbered balance in any or all of the appropriations under section 20.143 of the statutes, except that the total amount of the moneys lapsed under this paragraph may not exceed $1,500,000 and no lapse shall be made from any appropriation account or segregated fund if the lapse would violate a condition imposed by the federal government on the expenditure of moneys or if the lapse would violate state law or the federal or state constitution.".
