SB297-SA1,1,1 At the locations indicated, amend the bill as follows:

SB297-SA1,1,6 1. Page 8, line 20: delete "year" and substitute "year, except that no lapse or transfer of moneys shall be included from any appropriation if the lapse or transfer would violate a condition imposed by the federal government on the expenditure of the moneys or if the lapse or transfer would violate state law or the federal or state constitution".
