TO 2003 SENATE BILL 44

SB44-SSA1-SA52,1,11 At the locations indicated, amend the substitute amendment as follows:
SB44-SSA1-SA52,1,2 21. Page 4, line 12: after that line insert:
SB44-SSA1-SA52,1,3 3" Section 4m. 11.386 of the statutes is created to read:
SB44-SSA1-SA52,1,7 411.386 Contributions in connection with certain fundraising events
5prohibited.
(1) In this section, "legislator responsible for budgetary decisions"
6means the majority leaders and minority leaders of the asembly and senate and the
7members of the joint committee on finance.
SB44-SSA1-SA52,2,2 8(2) Except as provided in subs. (3) and (4), no legislator responsible for
9bodgetary decisions and no personal campaign committee or support committee
10authorized under s. 11.05 (3) (p) of such a member may receive any contribution in
11conjunction with a fund-raising social event held during the period beginning on the

1date of introduction of the biennial budget bill or bills under s. 16.47 (1) and the date
2of final passage of the bill or bills.
SB44-SSA1-SA52,2,6 3(3) Subsection (2) does not apply to a contribution made to an individual who
4is a candidate for state office at a special election or to a personal campaign
5committee of such a candidate during the period beginning on the date that the
6special election is ordered and ending on the date of the special election.
SB44-SSA1-SA52,2,10 7(4) Subsection (2) does not apply to a contribution made to an individual
8against whom a recall petition has been filed during the period beginning on the date
9that the petition offered for filing is filed under s. 9.10 (3) (b) and ending on the date
10of the recall election unless the official resigns at an earlier date under s. 9.10 (3) (c).".
