SB44-SSA1-SA75,1,3 3" Section 44f. 13.94 (1) (bm) and (bp) of the statutes are created to read:
SB44-SSA1-SA75,1,84 13.94 (1) (bm) 1. Conduct a management and performance evaluation audit of
5every large program at least once each 10 years. In this paragraph, "large program"
6means a program, as described in s. 20.003 (3), under s. 20.255 (2), 20.285 (1), 20.292
7(1), 20.395 (1), (2), or (3), 20.410 (1) or (3), 20.435 (2), (3), (4), or (6), 20.445 (1) or (3),
8or 20.835 (1), (2), (3), or (4).
SB44-SSA1-SA75,2,79 2. The audit must include an appraisal of all management practices, operating
10procedures, and organizational structures related to the program. The audit may be
11conducted in conjunction with the audit under par. (b) or separately. Within 30 days
12after completion of the audit, the bureau shall file with the joint legislative audit

1committee, the appropriate standing committees, and the joint committee on
2legislative organization, under s. 13.172 (3), the governor, the department of
3administration, the legislative reference bureau, the joint committee on finance, the
4legislative fiscal bureau, and the state department, board, commission, or
5independent agency that administers the program audited, a detailed report thereof,
6including its recommendations for improvement and efficiency and including
7specific instances, if any, of illegal or improper expenditures.
SB44-SSA1-SA75,2,118 (bp) 1. Conduct a management and performance evaluation audit to review
9supervisor-to-staff ratios in every large agency at least once each 10 years. In this
10paragraph, "large agency" means an agency created under ch. 15 that has more than
11100 full-time equivalent positions.
SB44-SSA1-SA75,2,1912 2. The audit may be conducted in conjunction with the audit under par. (b) or
13(bm) or separately. Within 30 days after completion of the audit, the bureau shall file
14with the joint legislative audit committee, the appropriate standing committees, and
15the joint committee on legislative organization, under s. 13.172 (3), the governor, the
16department of administration, the legislative reference bureau, the joint committee
17on finance, the legislative fiscal bureau, and the state department, board,
18commission, or independent agency audited, a detailed report thereof, including its
19recommendations for improvement and efficiency.".
