SENATE SUBSTITUTE AMENDMENT 1,
TO 2003 SENATE BILL 451

SB451-SSA1,1,4 1An Act to renumber 38.39 (intro.); to amend 38.28 (1m) (a) 1.; and to create
220.292 (1) (aj), 38.39 (2) and 38.39 (3) of the statutes; relating to: grants to
3technical college districts for the purpose of providing services and facilities to
4businesses and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB451-SSA1, s. 1 5Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
6the following amounts for the purposes indicated: - See PDF for table PDF

1Section 2. 20.292 (1) (aj) of the statutes is created to read:
SB451-SSA1,2,32 20.292 (1) (aj) Wisconsin Advantage Jobs Training Programs. The amounts in
3the schedule for grants to technical college districts under s. 39.39.
SB451-SSA1, s. 3 4Section 3. 38.28 (1m) (a) 1. of the statutes, as affected by 2003 Wisconsin Act

, is amended to read:
SB451-SSA1,2,146 38.28 (1m) (a) 1. "District aidable cost" means the annual cost of operating a
7technical college district, including debt service charges for district bonds and
8promissory notes for building programs or capital equipment, but excluding all
9expenditures relating to auxiliary enterprises and community service programs, all
10expenditures funded by or reimbursed with federal revenues, all receipts under sub.
11(6) and ss. 38.12 (9), 38.14 (3) and (9), 38.39, 118.15 (2) (a), 118.55 (7r), and 146.55
12(5), all receipts from grants awarded under ss. 38.04 (8), (20), (28), and (31), 38.14
13(11), 38.26, 38.27, 38.33, and 38.38, all fees collected under s. 38.24, and driver
14education and chauffeur training aids.

16(Assembly Bill 796), is renumbered 38.39 (1) (intro).
SB451-SSA1, s. 5 17Section 5. 38.39 (2) of the statutes is created to read:
SB451-SSA1,2,2118 38.39 (2) From the appropriation under s. 20.292 (1) (aj), the board shall award
19grants to technical college districts to support the costs of contracts under sub. (1).
20The board may not award a grant unless the contract requires the business to match
21the amount of the grant.
SB451-SSA1, s. 6 22Section 6. 38.39 (3) of the statutes is created to read:
SB451-SSA1,2,2523 38.39 (3) A district board may raise funds or provide support for the program
24under this section by any means necessary or convenient other than by property tax
25levy and except as expressly limited by law or board or district rule.

1Section 7. Nonstatutory provisions.
SB451-SSA1,3,62 (1) Notwithstanding section 16.42 (1) (e) of the statutes, in submitting
3information under section 16.42 of the statutes for purposes of the 2005-07 biennial
4budget bill, the technical college system board shall submit information concerning
5the appropriation under section 20.292 (1) (aj) of the statutes as though $1,000,000
6had been appropriated in the 2004-05 fiscal year.
SB451-SSA1,3,87 (2) This act is void unless 2003 Wisconsin Act .... (Assembly Bill 796) is enacted
8into law before the effective date of this subsection.

SB451-SSA1,3,1310 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
11to the department of commerce under section 20.143 (1) (c) of the statutes, as affected
12by the acts of 2003, the dollar amount is decreased by $500,000 for fiscal year
132003-04 to decrease funding for the purposes for which the appropriation is made.
