SENATE SUBSTITUTE AMENDMENT 1, TO 2003 SENATE JOINT RESOLUTION 24

March 18, 2003 - Offered by Senator Welch.

SJR24-SSA1,1,3 Relating to: commending the families and friends of those soldiers serving on active duty in the Middle East and praying for the prompt and safe return of their loved ones.

SJR24-SSA1,1,5 Whereas, Dictator Saddam Hussein's regime in Iraq continues to pose a significant threat to United States interests; and

SJR24-SSA1,1,9 Whereas, Saddam Hussein, on multiple occasions, has demonstrated a willingness to use weapons of mass destruction, including conventional, chemical, nuclear, and ballistic missile programs against neighboring nations, the citizens of Iraq, and innocent civilians throughout the world; and

SJR24-SSA1,1,11 Whereas, Saddam Hussein's clandestine weapons programs threaten global peace and the United States interests in the Persian Gulf; and

SJR24-SSA1,1,14 Whereas, the elimination of the proliferation of weapons of mass destruction, particularly among states that sponsor terrorism, has been the principal goal of the United Nations Security Council; and

SJR24-SSA1,2,4 Whereas, making concessions to rogue nations like Iraq, which is in violation of United Nations Security Council Resolution 1441, will not ensure any regional security but rather will continue the precarious imperilment of the international community; and

SJR24-SSA1,2,7 Whereas, military service requires great personal sacrifice for modest pay and long periods of being away from family, friends, and community; and troops in the Middle East will face harsh desert conditions; and

SJR24-SSA1,2,9 Whereas, those who enlist put their trust in the wisdom of our nation's leaders and know that they could, at any time, give their lives for their country; and

SJR24-SSA1,2,12 Whereas, approximately 2,300 members of the Wisconsin army and air national guard, constituting about 24% of the Wisconsin membership, have been called to active duty as the United States mobilizes for war against Iraq; and

SJR24-SSA1,2,14 Whereas, this represents the largest percentage of Wisconsin army and air national guard members that have been activated since 1961; now, therefore, be it

SJR24-SSA1,2,18 Resolved by the senate, the assembly concurring, That the legislature of the state of Wisconsin expresses its support of the men and women of the United States armed forces for their courage to remove Saddam Hussein from power; and, be it further

SJR24-SSA1,2,21 Resolved, That the Wisconsin legislature commends the families and friends of those soldiers serving on active duty in the Middle East and prays for the prompt and safe return of their loved ones; and, be it further

SJR24-SSA1,2,24 Resolved, That the senate chief clerk shall transmit a copy of this joint resolution to the immediate family of each of the Wisconsin residents mobilized for military action in the Middle East.
