ASSEMBLY AMENDMENT 12, TO ASSEMBLY SUBSTITUTE AMENDMENT 1, TO 2005 ASSEMBLY BILL 100

AB100-ASA1-AA12,1,1 At the locations indicated, amend the substitute amendment as follows:

AB100-ASA1-AA12,1,4 1. Page 182, line 5: increase the dollar amount for fiscal year 2005-06 by $5,225,000 and increase the dollar amount for fiscal year 2006-07 by $5,225,000 to increase funding for the purposes for which the appropriation is made.

AB100-ASA1-AA12,1,6 2. Page 182, line 20: decrease the dollar amount for fiscal year 2006-07 by $6,000,000 to decrease funding for direct child care services.

AB100-ASA1-AA12,1,9 3. Page 182, line 21: increase the dollar amount for fiscal year 2005-06 by $2,900,000 and increase the dollar amount for fiscal year 2006-07 by $1,400,000 to increase funding for a child care quality rating system.

AB100-ASA1-AA12,1,10 4. Page 469, line 18: after that line insert:

AB100-ASA1-AA12,2,10 48.658 Child care quality rating system. The department of workforce development shall provide a child care quality rating system that rates the quality of the child care provided by a child care provider that is licensed under s. 48.65, certified under s. 48.651, or established or contracted for under s. 120.13 (14). The department of workforce development shall make the rating information provided under that system available to the parents, guardians, and legal custodians of children who are recipients, or prospective recipients, of care and supervision from a child care provider that is licensed under s. 48.65, certified under s. 48.651, or established or contracted for under s. 120.13 (14), including making that information available on that department's Internet site.".

AB100-ASA1-AA12,2,14 6. Page 485, line 7: delete "$3,378,500 in fiscal year 2005-06 and $3,378,500" and substitute "$11,503,500 in fiscal year 2005-06 and $10,003,500".

AB100-ASA1-AA12,2,16 7. Page 485, line 10: delete that line and substitute "(4m), for a child care scholarship and bonus program, and for a quality rating system under s. 48.658.".

AB100-ASA1-AA12,3,2 49.155 (6) (e) The department may establish a tiered reimbursement system under which the department reimburses a child care provider for child care services provided under this section at a rate that is based on the child care provider's quality rating under the rating system established under s. 48.658. Notwithstanding pars. (a), (b), and (c), the rate at which a child care provider is reimbursed under a system established under this paragraph may exceed the maximum reimbursement rate established under par. (a), (b), or (c).".
