AB100-SA7,2,189 (e) The governor or his or her designee may waive any requirement of this
10subchapter, except s. 16.705 (1r), if the governor or his or her designee finds that
11there exists an emergency which threatens the public health, safety or welfare and
12the waiver is necessary to meet the emergency. The governor or his or her designee
13shall require the award of each contract under this paragraph to be made with such
14competition as is practicable under the circumstances. The governor or his or her
15designee shall file with the department a statement of facts constituting the
16emergency for each waiver issued under this paragraph, and a statement of the basis
17for selection of each contractor under the emergency procedure. This paragraph does
18not apply to the requirement specified in sub. (7).".

3age-related rates are: $299 for children aged 4 and under; $326 for children aged 5
4to 11; $371 for children aged 12 to 14 and $387 for children aged 15 to 17.
Beginning
5on January 1, 2001, the age-related rates are: $302 for children aged 4 and under;
6$329 for children aged 5 to 11; $375 for children aged 12 to 14; and $391 for children
7aged 15 to 17
2006, the age-related rates are $317 for a child under 5 years of age;
8$345 for a child 5 to 11 years of age; $394 for a child 12 to 14 years of age; and $411
9for a child 15 years of age or over. Beginning on January 1, 2007, the age- related
10rates are to $332 for a child under five years of age; $362 for a child 5 to 11 years of
11age; $413 for a child 12 to 14 years of age; and $430 for a child 15 years of age or over
.
12In addition to these grants for basic maintenance, the department shall make
13supplemental payments for special needs, exceptional circumstances, care in a
14treatment foster home, and initial clothing allowances according to rules
15promulgated by the department.".

AB100-SA7,5,3 1848.658 Child care quality rating system. The department of workforce
19development shall provide a child care quality rating system that rates the quality
20of the child care provided by a child care provider that is licensed under s. 48.65,
21certified under s. 48.651, or established or contracted for under s. 120.13 (14). The
22department of workforce development shall make the rating information provided
23under that system available to the parents, guardians, and legal custodians of
24children who are recipients, or prospective recipients, of care and supervision from

1a child care provider that is licensed under s. 48.65, certified under s. 48.651, or
2established or contracted for under s. 120.13 (14), including making that information
3available on that department's Internet site.".

AB100-SA7,5,86 49.147 (3) (d) Trial jobs plus pilot project. The department shall design and,
7from January 1, 2006, to June 30, 2007, conduct a pilot project for a trial jobs plus
8program that includes the following features:
AB100-SA7,5,129 1. The project is limited to 1,000 participants and is conducted in at least one
10of the geographical areas established by the department under s. 49.143 (6) that is
11in Milwaukee County and in at least 2 of those geographical areas that are not in
12Milwaukee County.
AB100-SA7,5,1613 2. Except as otherwise provided in this paragraph, all provisions of the statutes
14that apply to the trial job program or a trial job under this subsection apply to the
15pilot project or a trial job plus under this paragraph, including eligibility
16requirements.
AB100-SA7,6,217 3. An employer that employs a participant under this paragraph and receives
18a wage subsidy shall agree to make a good faith effort to retain the participant as a
19permanent unsubsidized employee after the wage subsidy ends if the participant
20successfully completes participation in the trial job plus. An employer shall also
21agree that, if the employer does not retain a participant as a permanent unsubsidized
22employee, the employer will serve as an employment reference for the participant or
23provide to the Wisconsin Works agency or intermediary under subd. 4. a written

1performance evaluation of the participant, including recommendations for
2improvements.
AB100-SA7,6,43 4. The Wisconsin Works agency may contract with an intermediary that acts
4as any of the following:
AB100-SA7,6,55 a. A placement agency.
AB100-SA7,6,66 b. An employer of record of a participant under this paragraph.
AB100-SA7,6,87 c. A provider of supportive services, including coaching, mentoring, counseling,
8or job placement services.
AB100-SA7,6,149 5. Subject to subd. 3., the Wisconsin Works agency or intermediary under subd.
104. pays an employer that employs a participant under this paragraph a monthly
11wage subsidy that does not exceed the federal minimum wage for no more than 30
12hours of work per week. In addition, the Wisconsin Works agency or intermediary
13reimburses the employer for up to 100 percent of all of the following costs that are
14attributable to employment of the participant:
AB100-SA7,6,1515 a. Federal social security taxes.
AB100-SA7,6,1616 b. State and federal unemployment contributions or taxes, if any.
AB100-SA7,6,1717 c. Worker's compensation insurance premiums, if any.
AB100-SA7,6,2018 6. Training activities prescribed by the employer under par. (am) consistent
19with training provided to other employees at the worksite are considered work for
20purposes of calculating the wage subsidy.
AB100-SA7,6,2221 7. Participation by an individual in a trial job plus is limited to 6 months with
22a possible extension of up to 3 months.
AB100-SA7,6,2523 8. Notwithstanding the ending date for the project, for any participant who is
24accepted into the program before June 30, 2007, payments under subd. 5. shall be
25made until the participant completes his or her participation in the trial job plus.".
