7award a grant to an employer for training the employer's employees if all of the

AB100-SA8,4,1110 a. The employer will create significant numbers of new, high-paying jobs in the
11state, as determined by the department.
AB100-SA8,4,1312 b. The employer will introduce new capital investment to retain a significant
13number of jobs in the state, as determined by the department.
AB100-SA8,4,1614 c. The employer agrees to pay a family-supporting wage to employees who
15successfully complete a job training program, and the department determines that
16there is significant potential for those employees to obtain additional wage increases.
AB100-SA8,4,1917 2. The employer submits, and the department approves, a training plan that
18has been developed jointly by the employer with a technical college or other training
19provider and that details the proposed use of the grant proceeds.
AB100-SA8,4,2020 3. The employer enters into an agreement for the use of the grant proceeds.
AB100-SA8,4,2221 4. The employer agrees to submit the report required under par. (b) by the time
22the report is required under par. (b).
AB100-SA8,5,3
1(b) An employer that is awarded a grant under this section shall submit to the
2department, within 6 months after the full amount of the grant has been spent, a
3report detailing how the grant proceeds were used.
AB100-SA8,5,6 4(2) In awarding grants under sub. (1), the department shall give preference to
5employers who submit training plans under which the training will be provided by
6a technical college.
AB100-SA8,5,10 7(3) The department shall award grants under sub. (1) from the appropriation
8under s. 20.143 (1) (cs). If the department exhausts the moneys in the appropriation
9under s. 20.143 (1) (cs), the department may award grants under sub. (1) from the
10appropriation under s. 20.143 (1) (c).
AB100-SA8,5,13 11(4) The department may pay the proceeds of a grant under sub. (1) directly to
12the technical college or other training provider that participated in developing the
13training plan under sub. (1) (a) 2.
AB100-SA8,5,15 14(5) The department shall promulgate rules defining, for purposes of the
15program under this section, all of the following terms:
