AB15-ASA3-AA4,1,11 4(1) Committee. (a) In this subsection, "cellulosic biomass ethanol" means
5ethanol derived from any lignocellulosic matter that is available on a renewable or
6recurring basis including dedicated energy crops and trees, wood and wood residues,
7plants, grasses, agricultural residues, fibers, animal waste and other waste
8materials, and municipal solid waste. "Cellulosic biomass ethanol" includes any
9ethanol produced in facilities where animal wastes or other waste materials are
10digested or otherwise used to displace 90 percent or more of the fossil fuel normally
11used in the production of ethanol.

1(b) The secretary of the department of commerce shall appoint a committee to
2study the use of cellulosic biomass ethanol and to recommend a plan under which this
3state, by the year 2020, would be capable of producing ethanol of which 20 percent
4is cellulosic biomass ethanol. The secretary of the department of commerce shall
5appoint the committee no later than the first day of the 6th month beginning after
6the effective date of this paragraph. The committee shall include at least one ethanol
7producer, at least one member of an environmental group, one representative from
8the department of commerce, one representative from the department of agriculture
9trade and consumer protection, one representative from the department of natural
10resources, and one representative from the University of Wisconsin System. Not
11later than one year after the date on which the secretary of the department appoints
12the committee under this paragraph, the committee shall submit its plan to the
13department of commerce, the department of agriculture, trade and consumer
14protection, the department of natural resources, the University of Wisconsin System,
15the governor, and the legislature.".
