AB229-ASA1,1,2 1An Act to amend 29.164 (3) (b) 3. of the statutes; relating to: assignment of a
2landowner's eligibility to apply for a turkey hunting license.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Natural Resources (DNR) issues wild
turkey hunting licenses to applicants according to a preference system. Under that
system, qualified resident landowners receive first preference in obtaining a wild
turkey hunting license. Under current law, an applicant is a qualified resident
landowner if the applicant owns at least 50 acres in one parcel in an established wild
turkey hunting zone. Currently, the qualified resident landowner may assign his or
her eligibility to apply for a wild turkey hunting license to a family member, a person
who is residing on the land and renting it, or to a family member of the renter.
Under this substitute amendment, a qualified resident landowner may also
assign his or her eligibility to apply for a wild turkey hunting license to a minor, but
the landowner cannot receive consideration for an assignment.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

129.164 (3) (b) 3. A qualified resident landowner may assign his or her eligibility
2to apply for a wild turkey hunting license under this paragraph as a qualified
3resident landowner to a family member, to an operator or , to a family member of the
4operator., or to a minor. A qualified resident landowner may not receive any
5consideration for the assignment of his or her eligibility under this subdivision.
The
6department may specify the procedures and forms which are required to be followed
7and completed to effect this assignment. After this assignment, the assignee may
8apply for a wild turkey hunting license under this paragraph as a qualified resident
9landowner and the qualified resident landowner who assigned his or her eligibility
10may not so apply.

AB229-ASA1,2,1312 (1) This act first applies to applications for wild turkey hunting licenses
13submitted on the effective date of this subsection.
AB229-ASA1, s. 3 14Section 3. Effective date.
AB229-ASA1,2,1515 (1) This act takes effect on the first January 1 after publication.
