AB586-ASA1,6,6 29.304 (3) (b) 3. Is He or she is issued a certificate of accomplishment that states that he or she completed the course of instruction under the hunter education program or has a similar certificate issued by another state or, province, or country.

AB586-ASA1, s. 25 Section 25. 29.304 (3) (b) 4. of the statutes is created to read:

AB586-ASA1,6,9 29.304 (3) (b) 4. He or she is hunting with a mentor and meets the requirements specified under s. 29.592.

AB586-ASA1, s. 26 Section 26. 29.304 (5) of the statutes is amended to read:

AB586-ASA1,6,14 29.304 (5) Exception. Notwithstanding subs. (1) to (3), a person 12 years of age or older may possess or control a firearm and may hunt with a firearm or, bow and arrow, or crossbow on land under the ownership of the person or the person's family if no license is required and if the firing of firearms is permitted on that land.

AB586-ASA1, s. 27 Section 27. 29.304 (5) (b) of the statutes is created to read:

AB586-ASA1,6,19 29.304 (5) (b) The restrictions on the possession and control of a firearm under sub. (1) do not apply to a person using a firearm in target practice if he or she is accompanied by his or her parent or guardian or by a person at least 18 years of age who is designated by the parent or guardian.

AB586-ASA1, s. 28 Section 28. 29.563 (2) (a) 4. of the statutes, as affected by 2005 Wisconsin Act 25, is amended to read:

AB586-ASA1, s. 30 Section 30. 29.563 (2) (a) 8m. of the statutes, as created by 2005 Wisconsin Act 25, is amended to read:

AB586-ASA1, s. 31 Section 31. 29.563 (4) (a) 1m. of the statutes, as affected by 2005 Wisconsin Act 25, is amended to read:

AB586-ASA1,7,20 29.563 (4) (b) 2m. Conservation patron issued to 12-year-olds 8-year-olds to 17-year-olds: $72.25 or a greater amount at the applicant's option.

AB586-ASA1, s. 35 Section 35. 29.592 of the statutes is created to read:

AB586-ASA1,7,25 29.592 Hunting mentorship program. (1) Except as provided in sub. (3), a person who is at least 8 years old may hunt in this state without obtaining a certificate of accomplishment under s. 29.591 and may, while hunting, possess or control a firearm if all of the following apply:

AB586-ASA1,8,2 (a) At all times when hunting, the person is within arm's reach of a mentor who meets the qualifications under sub. (2).

AB586-ASA1,8,3 (b) The person holds a hunting approval.

AB586-ASA1,8,5 (2) No person may serve as a qualified mentor for a hunter unless the person meets all of the following requirements:

AB586-ASA1,8,6 (a) The person is 18 years of age or older.

AB586-ASA1,8,10 (b) The person is the parent or guardian of the person for whom he or she is serving as a mentor or is authorized by the parent or guardian to serve as a mentor. This requirement does not apply to a person serving as a mentor for a person who is 18 years of age or older.

AB586-ASA1,8,12 (c) At all times when serving as a mentor, the person is within arm's reach of the person for whom he or she is serving as a mentor.

AB586-ASA1,8,16 (d) The person has been issued a certificate of accomplishment under s. 29.591 or under s. 29.595 if the person is serving as a mentor for hunting elk, unless the person was born before January 1, 1973, and is not required to obtain a certificate of accomplishment.

AB586-ASA1,8,17 (e) The person holds a current valid hunting approval.

AB586-ASA1,8,20 (3) A person who is 12 years of age or older may hunt without a certificate of accomplishment under s. 29.591 as specified under sub. (1) in two license years after attaining the age of 12.

AB586-ASA1,8,24 (4) A person who is authorized to hunt with a mentor under this section and a mentor under this section with whom that person hunts may jointly have only one firearm, only one bow, or, if hunting with a crossbow is authorized under s. 29.171 (4) or 29.193 (2), only one crossbow in their possession or control while hunting.

AB586-ASA1,9,2 (5) A mentor under this section may take only one person hunting at at time for whom he or she is serving as a mentor.

AB586-ASA1,9,7 (6) The department shall issue to each person to whom the department issues a hunting approval a pamphlet, developed by the department, that contains hunter safety information if the person is not required to obtain a certificate of accomplishment under s. 29.591 and is authorized to hunt with a mentor under this section.

AB586-ASA1, s. 36 Section 36. 29.593 (1) (a) of the statutes is amended to read:

AB586-ASA1,9,11 29.593 (1) (a) Except as provided under subs. (2), (2m) and (3), and s. 29.592 (1), no person born on or after January 1, 1973, may obtain any approval authorizing hunting unless the person is issued a certificate of accomplishment under s. 29.591.

AB586-ASA1, s. 37 Section 37. 29.593 (4) (b) of the statutes is amended to read:

AB586-ASA1,9,15 29.593 (4) (b) An approval authorizing hunting that was issued to him or her under this chapter within 365 days before submitting the application , if the approval contains his or her hunter education certificate number.

AB586-ASA1, s. 38 Section 38. 29.593 (4) (c) of the statutes is amended to read:

AB586-ASA1,9,20 29.593 (4) (c) An approval authorizing hunting that was issued to him or her under this chapter for a hunting season that ended within 365 days before submitting the application, if the approval contains his or her hunter education certificate number.

AB586-ASA1, s. 39 Section 39. 169.20 (1) (a) of the statutes is amended to read:

AB586-ASA1,9,24 169.20 (1) (a) The department shall issue a bird dog training license to any individual who is at least 12 8 years of age who files a proper application and who pays the applicable fee.

AB586-ASA1, s. 40 Section 40. 169.20 (2) (a) of the statutes is amended to read:

AB586-ASA1,10,3 169.20 (2) (a) The department shall issue a hound dog training license to any individual who is at least 12 8 years of age who files a proper application and who pays the applicable fee.

AB586-ASA1, s. 41 Section 41. 169.33 (2) (d) of the statutes is amended to read:

AB586-ASA1,10,6 169.33 (2) (d) An individual who applies for a bird dog training license or a hound dog training license shall be at least 12 8 years of age.

AB586-ASA1, s. 42 Section 42. Nonstatutory provisions.

AB586-ASA1,10,11 (1) The department of natural resources shall prepare a report on the effect of this act on the recruitment of new hunters. By June 1, 2008, the department of natural resources shall submit the report to the legislature in the manner provided under section 13.172 (2) of the statutes.

AB586-ASA1, s. 43 Section 43. Initial applicability.

AB586-ASA1,10,14 (1) This act first applies to approvals issued on March 10, 2006, other than wild turkey hunting approvals issued under s. 29.164.

AB586-ASA1,10,16 (2) This act first applies to wild turkey hunting approvals issued under s. 29.164 on the effective date of this subsection.
