TO 2005 ASSEMBLY BILL 69

AB69-SA3,1,21 At the locations indicated, amend the bill, as shown by assembly substitute
2amendment 1, as follows:
AB69-SA3,1,3 31. Page 1, line 3: after "aliens" insert "and making an appropriation".
AB69-SA3,1,5 42. Page 2, line 2: delete "To" and substitute "Except as provided in s. 343.1055,
5to".
AB69-SA3,1,6 63. Page 2, line 3: after that line insert:
AB69-SA3,1,7 7" Section 1m. 343.07 (1) (intro.) of the statutes is amended to read:
AB69-SA3,2,68 343.07 (1) Regular permit; issuance, restrictions. (intro.) Upon application
9therefor by a person at least 15 years and 6 months of age who, except for age or lack
10of training in the operation of a motor vehicle, is qualified to obtain an operator's
11license and has passed such knowledge test as the department may require, the
12department may issue a regular instruction permit. If the application is made by a
13person who qualifies for a limited purpose driver's license under s. 343.1055, and who

1is at least 17 years and 6 months of age, the department may issue a limited purpose
2instruction permit.
If the application is made by a male who is at least 18 years of
3age but less than 26 years of age, the application shall include the information
4required under s. 343.14 (2) (em). The permit entitles the permittee to operate a
5motor vehicle, except a commercial motor vehicle, school bus, or Type 1 motorcycle,
6a motor bicycle, or a moped, upon the highways, subject to the following restrictions:

AB69-SA3,2,20 8343.1055 Limited purpose driver's license. To the extent permitted by
9federal law or regulation, the department may issue a limited purpose driver's
10license to a person who does not provide documentary proof of legal status as
11provided under s. 343.14 (2) (er) but who is at least 18 years of age and who provides
12an individual taxpayer identification number issued by the Internal Revenue
13Service to the person and who is otherwise qualified for a driver's license. A driver's
14license issued under this section is valid for the purpose of authorizing the holder to
15operate a motor vehicle upon a highway in this state. Except as provided in s.
16343.055, a limited purpose driver's license shall not be valid authorization for the
17operation of commercial motor vehicles. A limited purpose driver's license shall be
18a different color or design from a regular license and shall indicate on its face that
19the license may not be accepted by any federal agency for federal identification or
20other official purpose.".
AB69-SA3,2,22 214. Page 2, line 17: after "United States" insert ", and provided proof of legal
22status as provided under s. 343.14 (2) (er) at the time that the license was issued".
AB69-SA3,3,2 235. Page 3, line 10: after "apply." insert "An original limited purpose driver's
24license issued under s. 343.1055 shall expire one year from the date of issuance. A

1subsequent limited purpose driver's license issued under s. 343.1055 shall expire one
2year after the date of renewal.".
AB69-SA3,3,3 36. Page 3, line 10: after that line insert:
AB69-SA3,3,4 4" Section 5m. 343.21 (1g) of the statutes is created to read:
AB69-SA3,3,65 343.21 (1g) In addition to the fee specified in sub. (1), an applicant for a license
6issued under s. 343.1055 shall pay to the department a $2 surcharge.".

21identification card issued under sub. (4g) shall expire one year from the date of
22issuance. A subsequent limited purpose identification card issued under sub. (4g)
23shall expire one year after the date of renewal

110. Page 4, line 14: after "$9" insert ", except that an applicant for an original
2card, reinstatement, renewal, or duplicate of a card, issued under sub. (4g) shall pay

AB69-SA3,4,5 411. Page 4, line 23: after that line, before the material inserted by assembly
5amendment 2 to assembly substitute amendment 1, insert:
AB69-SA3,4,6 6" Section 9L. Appropriation changes.
AB69-SA3,4,11 7(1) In the schedule under section 20.005 (3) of the statutes for the appropriation
8to the department of transportation under section 20.395 (5) (cq) of the statutes, as
9affected by the acts of 2005, the dollar amount is increased by $354,800 for fiscal year
102006-07 to increase funding for implementation costs associated with limited
11purpose driver's licenses.".
