AB844-SA1,1,21 At the locations indicated, amend the bill, as shown by assembly substitute
2amendment 2, as follows:
AB844-SA1,1,3 31. Page 38, line 10: delete lines 10 to 15.
AB844-SA1,1,5 42. Page 38, line 21: delete the material beginning with that line and ending
5with page 39, line 2.
AB844-SA1,1,7 63. Page 60, line 5: delete lines 5 to 17, as affected by assembly amendment 2,
7and substitute:
AB844-SA1,2,14 8"(3c) Mental health and alcohol and drug abuse treatment benefit. The
9Health Insurance Risk-Sharing Plan Authority shall assess the historic utilization
10experience and diagnosis-related needs of the persons who are, and persons who
11have been, covered under the Health Insurance Risk-Sharing Plan to determine if
12the benefits under section 149.14 (3) (c) of the statutes, as affected by this act, for
13mental health and alcoholism and other drug abuse treatment provide for the use of

1evidence-based treatment standards and coverage levels sufficient to meet the
2mental health and alcoholism and other drug abuse treatment needs of persons
3covered under the Health Insurance Risk-Sharing Plan. No later than December
42006, the Health Insurance Risk-Sharing Plan Authority shall submit a report of its
5findings to the appropriate standing committees of the legislature in the manner
6provided under section 13.172 (3) of the statutes and to the governor. On or after
7January 1, 2007, the Health Insurance Risk-Sharing Plan Authority shall make any
8necessary adjustments to the minimum required benefits under section 149.14 (3)
9(c) of the statutes, as affected by this act, to ensure that persons covered under the
10Health Insurance Risk-Sharing Plan have appropriate access to evidence-based
11mental health and alcoholism and other drug abuse treatment strategies and, if
12necessary, shall submit to the appropriate standing committees of the legislature in
13the manner provided under section 13.172 (3) of the statutes and to the governor any
14proposed changes to section 149.14 (3) (c) of the statutes, as affected by this act.".
