SENATE SUBSTITUTE AMENDMENT 1,
TO 2005 SENATE BILL 263

SB263-SSA1,1,7 1An Act to amend 20.255 (2) (fu); and to create 20.255 (2) (ae) and 121.107 of
2the statutes; relating to: ratification of the agreement negotiated between the
3state of Wisconsin and the Wisconsin State Employees Union, AFSCME
4Council 24, and its appropriate affiliated locals, AFL-CIO, for the 2003-05
5biennium, covering employees in the security and public safety collective
6bargaining unit, authorizing an expenditure of funds, additional aid to school
7districts, and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB263-SSA1, s. 1 8Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
9the following amounts for the purposes indicated: - See PDF for table PDF
SB263-SSA1, s. 2 1Section 2. 20.255 (2) (ae) of the statutes is created to read:
SB263-SSA1,2,32 20.255 (2) (ae) Additional aid. The amounts in the schedule for additional aid
3to school districts under s. 121.107.
SB263-SSA1, s. 3 4Section 3. 20.255 (2) (fu) of the statutes is amended to read:
SB263-SSA1,2,85 20.255 (2) (fu) Milwaukee parental choice program. A sum sufficient, except
6that in the 2005-06, 2006-07, and 2007-08 fiscal years, a sum sufficient less the
7amount appropriated under par. (ae),
to make the payments to private schools under
8s. 119.23 (4) and (4m).
SB263-SSA1, s. 4 9Section 4. 121.107 of the statutes is created to read:
SB263-SSA1,2,12 10121.107 Additional aid. In the 2005-06, 2006-07, and 2007-08 school years,
11from the appropriation under s. 20.255 (2) (ae), the department shall pay $750,000
12annually to any school district that meets all of the following criteria:
SB263-SSA1,2,14 13(1) The school district's membership declined at least 12 percent between the
142001-02 school year and the 2003-04 school year.
SB263-SSA1,2,16 15(2) In the 2004-05 school year, the school district's equalized value per member
16was less than $600,000.
SB263-SSA1,2,17 17(3) The school district encompasses at least 475 square miles.
SB263-SSA1, s. 5 18Section 5 . Agreement ratified. The legislature ratifies the tentative
19agreement negotiated for the 2003-05 biennium between the state of Wisconsin, the
20office of state employment relations, and the Wisconsin State Employees Union,

1AFSCME Council 24, and its appropriate affiliated locals, AFL-CIO, covering
2employees in the security and public safety collective bargaining unit under
3subchapter V of chapter 111 of the statutes, as approved by the employees of the
4security and public safety collective bargaining unit and approved and recommended
5by the joint committee on employment relations, and authorizes the necessary
6expenditure of moneys for implementation from the appropriations made by section
720.865 (1) of the statutes, subject to section 20.865 (intro.) of the statutes. The
8director of the office of state employment relations shall file an official copy of the
9agreement, certified by the cochairpersons of the joint committee on employment
10relations, with the secretary of state. No formal or informal agreement between the
11parties that is not a part of the official copy is deemed to be approved by the
12legislature under this act.
SB263-SSA1, s. 6 13Section 6. Effective date.
SB263-SSA1,3,1714 (1) Section 5 of this act takes effect on the day following publication, except
15that those provisions specifically identified as having other effective dates in the
16agreement covering employees in the security and public safety collective bargaining
17unit are effective on the dates provided in that agreement.
