SENATE SUBSTITUTE AMENDMENT 2,
TO 2005 SENATE BILL 263

SB263-SSA2,1,7 1An Act to create 20.255 (2) (ae) and 121.07 of the statutes; relating to:
2ratification of the agreement negotiated between the state of Wisconsin and the
3Wisconsin State Employees Union, AFSCME Council 24, and its appropriate
4affiliated locals, AFL-CIO, for the 2003-05 biennium, covering employees in
5the security and public safety collective bargaining unit, authorizing an
6expenditure of funds, additional aid to school districts, and making an
7appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB263-SSA2, s. 1 8Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
9the following amounts for the purposes indicated: - See PDF for table PDF
SB263-SSA2, s. 2 1Section 2. 20.255 (2) (ae) of the statutes is created to read:
SB263-SSA2,2,32 20.255 (2) (ae) Additional aid. The amounts in the schedule for additional aid
3to school districts under s. 121.107.
SB263-SSA2, s. 3 4Section 3. 121.107 of the statutes is created to read:
SB263-SSA2,2,7 5121.107 Additional aid. In the 2005-06, 2006-07, and 2007-08 school years,
6from the appropriation under s. 20.255 (2) (ae), the department shall pay $750,000
7annually to any school district that meets all of the following criteria:
SB263-SSA2,2,9 8(1) The school district's membership declined at least 12 percent between the
92001-02 school year and the 2003-04 school year.
SB263-SSA2,2,11 10(2) In the 2004-05 school year, the school district's equalized value per member
11was less than $600,000.
SB263-SSA2,2,12 12(3) The school district encompasses at least 475 square miles.
SB263-SSA2, s. 4 13Section 4 . Agreement ratified. The legislature ratifies the tentative
14agreement negotiated for the 2003-05 biennium between the state of Wisconsin, the
15office of state employment relations, and the Wisconsin State Employees Union,
16AFSCME Council 24, and its appropriate affiliated locals, AFL-CIO, covering
17employees in the security and public safety collective bargaining unit under
18subchapter V of chapter 111 of the statutes, as approved by the employees of the
19security and public safety collective bargaining unit and approved and recommended
20by the joint committee on employment relations, and authorizes the necessary

1expenditure of moneys for implementation from the appropriations made by section
220.865 (1) of the statutes, subject to section 20.865 (intro.) of the statutes. The
3director of the office of state employment relations shall file an official copy of the
4agreement, certified by the cochairpersons of the joint committee on employment
5relations, with the secretary of state. No formal or informal agreement between the
6parties that is not a part of the official copy is deemed to be approved by the
7legislature under this act.
SB263-SSA2, s. 5 8Section 5. Effective date.
SB263-SSA2,3,129 (1) Section 4 of this act takes effect on the day following publication, except that
10those provisions specifically identified as having other effective dates in the
11agreement covering employees in the security and public safety collective bargaining
12unit are effective on the dates provided in that agreement.
