SENATE AMENDMENT 3, TO SENATE SUBSTITUTE AMENDMENT 1, TO 2005 SENATE BILL 28

SB28-SSA1-SA3,1,1 At the locations indicated, amend the substitute amendment as follows:

SB28-SSA1-SA3,1,2 1. Page 8, line 19: after that line insert:

SB28-SSA1-SA3,1,3 " Section 2g. 73.0305 of the statutes is amended to read:

SB28-SSA1-SA3,1,10 73.0305 Revenue limits and intradistrict transfer aid calculations. The department of revenue shall annually determine and certify to the state superintendent of public instruction, no later than the 4th Monday in June, the allowable rate of increase under subch. VII of ch. 121, 2003 stats. The allowable rate of increase is the percentage change in the consumer price index for all urban consumers, U.S. city average, between the preceding March 31 and the 2nd preceding March 31, as computed by the federal department of labor.

SB28-SSA1-SA3, s. 2r Section 2r. 121.91 (1m) of the statutes is created to read:

SB28-SSA1-SA3,2,7 121.91 (1m) (a) Within 14 working days after enactment of the biennial budget act in each odd-numbered year, and by August 1 in each even-numbered year, the department, the department of administration, and the legislative fiscal bureau jointly shall certify to the joint committee on finance a per pupil adjustment, rounded to the nearest dollar, that, when used under sub. (2m) (f) 2. to determine a school district's revenue limit for the school year in which the certification occurs, will increase the statewide school property tax levy by an estimated 2.6 percent.

SB28-SSA1-SA3,2,10 (b) Annually by the 3rd Friday in September, the joint committee on finance shall determine the amount to be used under sub. (2m) (f) 2. to determine a school district's revenue limit in that school year.".

Add an the amount equal to the amount of revenue increase per pupil allowed under this subsection for the previous school year multiplied by the sum of 1.0 plus the allowable rate of increase under s. 73.0305 expressed as a decimal determined by the joint committee on finance under sub. (1m) (b) to the result under subd. 1. a.".
