473.0305 Revenue limits and intradistrict transfer aid calculations. The
5department of revenue shall annually determine and certify to the state
6superintendent of public instruction, no later than the 4th Monday in June, the
7allowable rate of increase under subch. VII of ch. 121
, 2003 stats. The allowable rate
8of increase is the percentage change in the consumer price index for all urban
9consumers, U.S. city average, between the preceding March 31 and the 2nd
10preceding March 31, as computed by the federal department of labor.

(1m) (a) Within 14 working days after enactment of the biennial budget
2act in each odd-numbered year, and by August 1 in each even-numbered year, the
3department, the department of administration, and the legislative fiscal bureau
4jointly shall certify to the joint committee on finance a per pupil adjustment, rounded
5to the nearest dollar, that, when used under sub. (2m) (f) 2. to determine a school
6district's revenue limit for the school year in which the certification occurs, will
7increase the statewide school property tax levy by an estimated 2.6 percent.

(b) Annually by the 3rd Friday in September, the joint committee on finance
9shall determine the amount to be used under sub. (2m) (f) 2. to determine a school
10district's revenue limit in that school year.".
