Any park, playground, or location where children congregate within a county, city, town, or village, if the governing body of that county, city, town, or village has passed a resolution and posted a notice prohibiting a licensee or an out-of-state licensee from carrying a concealed weapon in the park, playground, or location where children congregate.".
