SENATE AMENDMENT 2, TO 2005 SENATE BILL 46

March 2, 2005 - Offered by Senators Miller and Risser.

SB46-SA2,1,1 At the locations indicated, amend the bill as follows:

SB46-SA2,1,2 1. Page 3, line 2: after "authority," insert "making an appropriation,".

SB46-SA2,1,4 2. Page 71, line 6: delete the material beginning with that line and ending with on page 74, line 6, and substitute:

SB46-SA2,1,5 " Section 148g. 11.50 (3) of the statutes is repealed.

SB46-SA2, s. 148r Section 148r. 11.50 (4) of the statutes, as affected by 2001 Wisconsin Act 109, is repealed and recreated to read:

SB46-SA2,2,2 11.50 (4) Payment of grant amounts. The state treasurer shall make payment of each grant to an eligible candidate from the political party account of that candidate's political party, if any, if there are sufficient moneys in that account to make full payment of the grant, and then from the general account. If there are insufficient moneys in the general account to make full payment of a grant, the state treasurer shall supplement the general account from the appropriation under s. 20.855 (4) (ba) in an amount sufficient to make full payment of the grant. Except as provided in sub (10), the amount of each grant is the amount specified in sub. (9).".

SB46-SA2,2,3 3. Page 75, line 21: delete ", (bb), and (c)" and substitute "and (bb)".

SB46-SA2,2,4 4. Page 76, line 5: delete "par. (c) and".

SB46-SA2,2,5 5. Page 76, line 17: delete "par. (c) and".

SB46-SA2,2,6 6. Page 77, line 6: delete lines 6 to 23.

SB46-SA2,2,7 7. Page 81, line 10: after that line insert:

SB46-SA2,2,8 " Section 162m. 20.855 (4) (ba) of the statutes is created to read:

SB46-SA2,2,13 20.855 (4) (ba) Wisconsin election campaign fund supplement. A sum sufficient equal to the amounts required to make full payment of grants which candidates qualify to receive from the Wisconsin election campaign fund, to be transferred from the general fund to the Wisconsin election campaign fund no later than the time required to make payments of grants under s. 11.50 (5).".
