Delete the text of 2005 Senate Bill 46 and substitute the text of 2003 Senate Bill
212, relating to campaign financing, official action in return for providing or
3withholding political contributions, services, or other things of value, lobbying
4regulation, designations for the Wisconsin election campaign fund by individuals
5filing state income tax returns, nonrefundable income tax credits for certain
6donations to the Wisconsin election campaign fund, candidate time on public
7broadcasting television stations and public access channels, statewide voter
8registration, staffing of the Elections Board, providing exemptions from emergency
9rule procedures, granting rule-making authority, making appropriations, and
10providing penalties.
