SB56-SA2,1,3 " Section 1m. 16.70 (3g) of the statutes is created to read:

SB56-SA2,1,7 16.70 (3g) "Cost-benefit analysis" means a comprehensive study to identify and compare the total cost, quality, and timeliness of a service performed by state employees and resources with the total cost, quality, and timeliness of the same service obtained by means of a contract for contractual services.".
