(1) "Governmental body" means a state or local agency, board,
6commission, committee, council, department or public body corporate and politic
7created by constitution, statute, ordinance, rule or order; a governmental or
8quasi-governmental corporation except for the Bradley center sports and
9entertainment corporation; a local exposition district under subch. II of ch. 229; a
10family care district under s. 46.2895;
an entity that contracts under s. 46.284 (4) (d)
11to provide services, for the period of the contract; a nonprofit corporation operating
12the Olympic ice training center under s. 42.11 (3); or a formally constituted subunit
1of any of the foregoing, but excludes any such body or committee or subunit of such
2body which is formed for or meeting for the purpose of collective bargaining under
3subch. I, IV or V of ch. 111.".

(4) (d) Provide or contract for the provision of necessary services and
8monitor the provided or contracted services.
An entity that enters into a contract
9under this paragraph shall agree, as part of the contract, that during the period of
10the contract the financial records and service plan of the entity are available, as
11specified in s. 19.36 (3), except as provided in ss. 19.35 (1) (am) and 19.36 (12). Such
12an entity shall also agree to be subject to subch. V of ch. 19 during the period of the
13contract.".
