AB207-ASA1-AA10,1,1 At the locations indicated, amend the substitute amendment as follows:

AB207-ASA1-AA10,1,2 1. Page 26, line 5: delete lines 5 to 15 and substitute:

AB207-ASA1-AA10,2,5 "(11) Transfer of video service franchise. (a) A person who is issued a video service franchise shall give the public service commission at least 90 days' advance written notice of the person's intention to transfer ownership or control of its video service network. A person who is issued a video service franchise may not transfer ownership or control of its video service network without the approval of the public service commission. The public service commission may not withhold approval of an ownership transfer or a transfer of control without good cause. If a hearing is necessary to determine if a transfer may have an adverse effect, the public service commission may schedule a hearing to take place within 45 days after the date on which the public service commission receives the notice. If the public service commission withholds approval of an ownership transfer or a transfer of control, the public service commission shall state its objections to the transfer in writing within 60 days after the date on which the public service commission receives the notice. Under this paragraph, a transfer of control is presumed to occur if 40 percent or more of the ownership interest in a video service network is transferred.

AB207-ASA1-AA10,2,9 (b) If 10 percent or more of the ownership interest in a video service network is transferred, the person issued the video service franchise shall inform the public service commission of the transfer in writing within 30 days after the date of the transfer.".
