1An Act to amend 15.07 (1) (cm) and 15.165 (2) of the statutes;
relating to:
2membership and terms of members of the Group Insurance Board.
Analysis by the Legislative Reference Bureau
The Group Insurance Board (board) is responsible for designing and
administering health and other insurance plans for state and local government
employees. The board consists of the governor, the attorney general, the secretary
of administration, the director of the Office of State Employment Relations, and the
commissioner of insurance or their designees, and six persons appointed by the
governor for two-year terms. This bill provides that no person initially appointed
by the governor after the bill's effective date may reside at the time of appointment
in a congressional district in which another person appointed by the governor
resides. The bill also provides that three of the appointed members' terms on the
board expire in the even-numbered year, while three of the appointed members'
terms on the board expire in the odd-numbered year.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(1) (cm) The term of one member of the government accountability board
2shall expire on each May 1. The terms of 3 members of the development finance
3board appointed under s. 15.155 (1) (a) 6. shall expire on May 1 of every
4even-numbered year and the terms of the other 3 members appointed under s.
515.155 (1) (a) 6. shall expire on May 1 of every odd-numbered year. The terms of the
63 members of the land and water conservation board appointed under s. 15.135 (4)
7(b) 2. shall expire on January 1. The term of the member of the land and water
8conservation board appointed under s. 15.135 (4) (b) 2m. shall expire on May 1 of an
9even-numbered year. The terms of members of the real estate board shall expire on
10July 1. The terms of the appraiser members of the real estate appraisers board and
11the terms of the auctioneer and auction company representative members of the
12auctioneer board shall expire on May 1 in an even-numbered year. The terms of the
13members of the cemetery board shall expire on July 1 in an even-numbered year.
14The term of the student member of the Board of Regents of the University of
15Wisconsin System who is at least 24 years old shall expire on May 1 of every
16even-numbered year.
The terms of 3 members of the group insurance board shall
17expire on May 1 of every odd-numbered year and the terms of 3 members of the group
18insurance board shall expire on May 1 of every even-numbered year.

(2) Group insurance board. There is created in the department of
21employee trust funds a group insurance board. The board shall consist of the
22governor, the attorney general, the secretary of administration, the director of the
23office of state employment relations, and the commissioner of insurance or their
24designees, and 6 persons appointed for 2-year terms, of whom one shall be an insured
25participant in the Wisconsin Retirement System who is not a teacher, one shall be
1an insured participant in the Wisconsin Retirement System who is a teacher, one
2shall be an insured participant in the Wisconsin Retirement System who is a retired
3employee, one shall be an insured employee of a local unit of government, and one
4shall be the chief executive or a member of the governing body of a local unit of
5government that is a participating employer in the Wisconsin Retirement System.
6No person initially appointed by the governor to the group insurance board after the
7effective date of this subsection .... [revisor inserts date], may reside at the time of

Notwithstanding the terms of office specified in section 15.165 (2) of the
12statutes, as affected by this act, in appointing members to the group insurance board
13after the effective date of this subsection, the governor shall appoint the following
14members to terms of office expiring on the following dates:

(a)
The member who is an insured participant in the Wisconsin Retirement
16System who is not a teacher shall be appointed to a term of office that expires on May
171 in the succeeding odd-numbered year.

(b)
The member who is an insured participant in the Wisconsin Retirement
19System who is a teacher shall be appointed to a term of office that expires on May
201 in the succeeding odd-numbered year.

(c)
The member who is an insured participant in the Wisconsin Retirement
22System who is a retired employee shall be appointed to a term of office that expires
23on May 1 in the succeeding odd-numbered year.

1(d)
The member who is an insured employee of a local unit of government shall
2be appointed to a term of office that expires on May 1 in the succeeding
3even-numbered year.

(e)
The member who is the chief executive or a member of the governing body
5of a local unit of government that is a participating employer in the Wisconsin
6Retirement System shall be appointed to a term of office that expires on May 1 in the
7succeeding even-numbered year.

The remaining member shall be appointed to a term of office that expires on
9May 1 in the succeeding even-numbered year.
