1An Act relating to: requesting a Joint Legislative Council study on the
2development and regulation of wind energy systems.

This substitute amendment requests that the Joint Legislative Council
(Council) conduct a study on the development, and local and Public Service
Commission regulation, of wind energy systems.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(a) In this subsection:

61. "Commission" means the Public Service Commission.

72. "Political subdivision" means any city, village, town, or county.

13. "Wind energy system" has the meaning given in section 66.0403 (1) (m) of
2the statutes.

(b) The joint legislative council is requested to conduct a study on the
4development and regulation of wind energy systems, including an examination of at
5least all of the following issues:

61. Issues to be considered by political subdivisions and the Commission relating
7to the development and siting of wind energy systems.

82. The proper role for a political subdivision in the regulation of wind energy
