8(a) Notwithstanding
2009 Wisconsin Act 28, section
9108 (9k), the department
9of children and families shall, no later than July 1, 2010, implement a program for
10recording and monitoring attendance under the child care subsidy program under
11section 49.155 of the statutes that does either of the following, whichever the
12department determines would be more efficient and effective:

131. Uses a fingerprinting system instead of a swipe card system.

12. To the extent permitted under federal law, uses a swipe card system that
2combines benefits under the child care subsidy program under section 49.155 of the
3statutes with the delivery of food stamp benefits under section 49.797 of the statutes
4on a single card.

5(b) If the department of children and families determines that the swipe card
6system under paragraph (a) 2. would be more efficient and effective, the department
7of health services shall cooperate with and assist the department of children and
8families in implementing the system.".
