AB6-ASA1,1,2 1An Act relating to: a working group to develop a plan for creating a
2public-private entity to oversee, create, and implement economic policies.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB6-ASA1, s. 1 3Section 1. Nonstatutory provisions.
AB6-ASA1,1,74 (1) Creation and plan of working group. There shall be created a working
5group that shall develop a plan to create a public-private entity to oversee, create,
6and implement economic policies for the state. The plan shall include, but is not
7limited to, the following:
AB6-ASA1,1,98 (a) The creation of an economic development entity, including, but not limited
9to, all of the following:
AB6-ASA1,1,11 101. The structure of the entity, including whether it is a department or an
11authority.
AB6-ASA1,2,1
12. The particular divisions of the entity.
AB6-ASA1,2,2 23. Descriptions of the necessary staff and their duties.
AB6-ASA1,2,43 (b) The transition of the department of commerce, including, but not limited
4to, the following:
AB6-ASA1,2,6 51. The identification of which divisions and bureaus will remain with the
6department of commerce.
AB6-ASA1,2,8 72. The identification of which sections and bureaus will be transferred and the
8site to which they will be transferred.
AB6-ASA1,2,10 93. The identification of which positions and funds will be removed by the
10secretary of administration.
AB6-ASA1,2,12 114. The identification of the entities that will administer the rules currently
12administered by the department of commerce if such transfer is necessary.
AB6-ASA1,2,1413 (c) The method by which the entity created under paragraph (a) will be audited
14and evaluated, including defining the indicators of the success of the entity.
AB6-ASA1,2,1615 (d) Details of the policies and procedures for economic development practices
16to be used by the entity created under paragraph (a ).
AB6-ASA1,2,1917 (e) The projected budget request for the 2011-13 biennial budget for the entity
18created under paragraph (a) and its programs and projected budget requests for
19future biennial budgets, to the extent such projections are reasonable.
AB6-ASA1,2,2220 (f) The role of the business community in supporting the entity created under
21paragraph (a), including, but not limited to, financial roles that will allow state funds
22to be used entirely for economic development.
AB6-ASA1,2,2423 (2) Membership of working group. The working group shall consist of the
24following:
AB6-ASA1,2,2525 (a) The governor or the governor's designee.

1(b) The secretaries of administration and commerce, or their designees.
AB6-ASA1,3,42 (c) Two majority party members and one minority party member from each
3house of the legislature, appointed as are the members of standing committees in
4their respective houses.
AB6-ASA1,3,55 (d) One representative appointed by the governor from each of the following:
AB6-ASA1,3,6 61. The department of revenue.
AB6-ASA1,3,7 72. The department of workforce development.
AB6-ASA1,3,8 83. The Wisconsin Economic Development Association.
AB6-ASA1,3,9 94. The Wisconsin Public Interest Research Group.
AB6-ASA1,3,10 105. National Federation of Independent Business/Wisconsin.
AB6-ASA1,3,11 116. Wisconsin Independent Business.
AB6-ASA1,3,12 127. Competitive Wisconsin, Inc.
AB6-ASA1,3,13 138. AFT-Wisconsin.
AB6-ASA1,3,1614 (3) Submission date. By April 1, 2011, the working group shall submit the plan
15under subsection (1) to the governor and the chief clerk of each house of the
16legislature, for distribution to the legislature under s. 13.172 (2).
