SB6-SA7,1,11 At the locations indicated, amend the bill as follows:
SB6-SA7,1,2 21. Page 21, line 4: after that line insert:
SB6-SA7,1,5 3"238.08 Grants, awards, or loan. In determining whether to make a grant,
4award, or loan to any person for funding any project under an economic development
5program established by the board, the board shall consider all of the following:
SB6-SA7,1,6 6(1) Whether the project serves a public purpose.
SB6-SA7,1,7 7(2) Whether the project will retain or increase employment in this state.
SB6-SA7,1,8 8(3) Whether the project might not occur without the grant, award, or loan.
SB6-SA7,1,10 9(4) Whether financial support is available from another source on reasonably
10equivalent terms.
SB6-SA7,1,12 11(5) The extent to which the project will be financed with funds not provided by
12this state.

1(6) Whether funds from a grant, award, or loan will be used to pay overhead
2costs or to replace funds from another source.
SB6-SA7,2,3 3(7) Whether the project will displace workers in this state.
SB6-SA7,2,5 4(8) The extent to which the project will retain or increase the number of
5full-time jobs, as defined in s. 560.70 (2m), in this state.
SB6-SA7,2,7 6(9) The extent to which the project will contribute to the economic growth of
7this state and the well-being of the residents of this state.
SB6-SA7,2,9 8(10) Whether the project will be located in an area of high unemployment or
9low average income.
SB6-SA7,2,10 10(11) The financial soundness of the eligible recipient.
SB6-SA7,2,11 11(12) The intention of the eligible recipient to repay a grant, award, or loan.
SB6-SA7,2,13 12(13) The economic condition of the community in which the project is proposed
13to occur.
SB6-SA7,2,15 14(14) The potential of the project to promote the employment of minority group
15members.
SB6-SA7,2,17 16(15) The potential of the project to promote businesses owned by women,
17minority group members, veterans, or disabled veterans.
SB6-SA7,2,19 18(16) The potential of the project to promote the development of
19high-technology industry in this state.
SB6-SA7,2,21 20(17) The potential of the project to promote the development of renewable
21energy technology industry in this state.
SB6-SA7,2,23 22(18) The potential of the project to strengthen the state's traditional core
23industries or promote expansion of an emerging industry.

1(19) Whether the project promotes the commercialization of research
2conducted at the state's colleges, universities, and research institutions.".
