AB148-AA4,1,1 At the locations indicated, amend the bill as follows:

AB148-AA4,1,2 1. Page 3, line 6: after that line insert:

AB148-AA4,1,3 " Section 9135. Nonstatutory provisions; Natural Resources.

AB148-AA4,1,11 (1c) Local recycling grants. The department of natural resources may not reduce the amounts available for grants for effective recycling programs under section 287.23 of the statutes in order to lapse or transfer funds from the appropriation account under section 20.370 (6) (bu) of the statutes in fiscal year 2010-11. Notwithstanding the deadline for disbursing grants under section 287.23 (6) (a) of the statutes, before July 1, 2011, the department shall fully disburse the amounts appropriated for fiscal year 2010-11 under section 20.370 (6) (bu) of the statutes to eligible responsible units as grants for 2011.".
