AB558-AA1,1,11 At the locations indicated, amend the bill as follows:
AB558-AA1,1,4 21. Page 1, line 11: after "effectiveness," insert "memoranda of understanding
3that do not modify existing collective bargaining agreements for purposes of 2011
4Wisconsin Act 10
and 2011 Wisconsin Act 32,".
AB558-AA1,1,5 52. Page 13, line 17: after that line insert:
AB558-AA1,2,18 6"(2d) Notwithstanding 2011 Wisconsin Act 32, section 9132 (1d) (a), a
7municipal employer, as defined in section 111.70 (1) (j) of the statutes, and the
8representative of a collective bargaining unit containing employees of that municipal
9employer may enter into one memorandum of understanding to modify a collective
10bargaining agreement under subchapter IV of chapter 111 of the statutes that covers
11the employees, that was entered into before February 11, 2011, and that is in effect
12on the effective date of this subsection. The municipal employer and the
13representative of the collective bargaining agreement may modify the terms of the

1agreement as they pertain to any mandatory or permissive subject of collective
2bargaining under the current collective bargaining agreement and the parties may
3extend the term of the current collective bargaining agreement by up to one year.
4Modifications and extensions under this subsection are not modifications or
5extensions of the collective bargaining agreement for purposes of 2011 Wisconsin Act
610
, sections 9315 (1) and (2) and 9332 (1) or 2011 Wisconsin Act 32, section 9332 (1c),
7(1q), and (2r), or any provisions that are substantially similar to 2011 Wisconsin Act
810
, sections 9315 (1) and (2) and 9332 (1) or 2011 Wisconsin Act 32, section 9332 (1c),
9(1q), and (2r), that may be enacted under separate legislation. A memorandum of
10understanding entered into under this subsection remains effective for the duration
11of the current collective bargaining agreement, including any extension under this
12subsection, and continues to be effective after the collective bargaining agreement
13expires until a new collective bargaining agreement takes effect except that, if the
14memorandum contains a provision addressing a subject that, at the expiration of the
15collective bargaining agreement, becomes a prohibited subject of bargaining, that
16provision is no longer effective. No memorandum of understanding as described in
17this subsection may be entered into later than 30 days after the effective date of this
18subsection.".
