8a. A university, college, or technical college
fee or identification card that
9contains a photograph of the cardholder
. A card under this subdivision that does not
10contain the information specified in par. (b) shall be considered proof of residence 11together with a fee payment receipt issued to the cardholder by the university,
1college, or technical college dated no earlier than 9 months before the date of the
2election at which the receipt is presented.

3b. An identification card issued by a university, college or technical college that
4contains a photograph of the cardholder if the university, college, or technical college
5that issued the card provides a certified and current list of students who reside in
6housing sponsored by the university, college, or technical college
and who are U.S.
7citizens to the municipal clerk prior to the election showing the current address of
8the students and if the municipal clerk, special registration deputy, or inspector
9verifies that the student presenting the card is included on the list.
