ASSEMBLY AMENDMENT 3, TO ASSEMBLY SUBSTITUTE AMENDMENT 2, TO 2011 ASSEMBLY BILL 7

AB7-ASA2-AA3,1,1 At the locations indicated, amend the substitute amendment as follows:

AB7-ASA2-AA3,1,2 1. Page 62, line 24: after that line insert:

AB7-ASA2-AA3,1,3 " Section 108m. 85.517 of the statutes is created to read:

AB7-ASA2-AA3,2,2 85.517 Voter identification implementation date. If the secretary makes a finding that local road programs are fully funded for the fiscal year in which the secretary's finding is made, the secretary shall send a notice to the legislative reference bureau for publication in the Wisconsin Administrative Register that states that the secretary has made such a finding and that states that provisions of 2011 Wisconsin Act .... (this act) will become effective on the day after publication of this notice in the Wisconsin Administrative Register. For purposes of this section, the secretary may find that local road programs are fully funded for the fiscal year in which the finding is made only if the funding level for each local road program in that fiscal year is at least equal to the average funding level for that program during the immediately preceding 5 fiscal years.".

AB7-ASA2-AA3,2,11 4. Page 78, line 15: on lines 15 and 18, delete "publication," and substitute "publication in the Wisconsin Administrative Register of the notice described in section 85.517 of the statutes, as created by this act,".

AB7-ASA2-AA3,2,12 5. Page 78, line 20: after that line insert:

AB7-ASA2-AA3,2,14 "(3m) Voter identification implementation date. The treatment of section 85.517 of the statutes takes effect on the day after publication.".
