(a) "Impoverished community" means a municipality, or in a 1st class city an
7area identified by its own 5-digit zip code, in which the majority of households have
8a family income that is at or below 150 percent of the poverty line, as determined by
9the government accountability board.

(b) "Poverty line" has the meaning given in s. 49.001 (5).

11(2) The department shall operate temporary or mobile examining stations,
12during the period specified in sub. (3), in each impoverished community, at which the
13department shall receive applications and issue operator's licenses under ch. 343
1and identification cards under s. 343.50 or driving receipts under s. 343.11 and
2identification card receipts under s. 343.50 (1) (c).

3(3) Examining stations under sub. (2) shall be operated in each impoverished
4community when any election is held in the county where the impoverished
5community is located and shall be open for business until at least 9 p.m. on each
6weekday during the week of the election and the week immediately preceding the
7election and after the election until the deadline described in s. 6.97 (3) (b). At these
8examining stations, the department shall provide priority service to applicants
9seeking identification for voting.".
