SB368-AA1,1,8 "(cm) Risk assessment. Before the department may issue a wetland individual permit authorizing a discharge that will affect more than one acre of wetland in a county identified by the division of emergency management in the department of military affairs as a county most vulnerable to damage and loss from floods, the department shall conduct an analysis of the risk of flooding as a result of the discharge.".
