SENATE SUBSTITUTE AMENDMENT 1,
TO 2013 ASSEMBLY BILL 2

AB2-SSA1,1,6 1An Act to amend 20.445 (1) (b), 106.27 (2g) (a) 1., 106.27 (2g) (a) 2., 106.27 (2g)
2(a) 3. and 106.27 (3); and to create 106.27 (1g) of the statutes; relating to:
3workforce training grants for collaborative projects among school districts,
4technical colleges, and businesses, workforce training grants and services to
5enhance employment opportunities for persons with disabilities, and making
6appropriations.
Analysis by the Legislative Reference Bureau
Current law appropriates general purpose revenues (GPR) to the Technical
College System (TCS) Board for state aid for technical colleges. In addition, current
law requires the Department of Workforce Development (DWD) to award grants to
public and private organizations for the development and implementation of
workforce training programs for the training of both new and incumbent employees
of businesses in this state.
This substitute amendment decreases the GPR supplemental appropriation to
the Joint Committee on Finance by $35,400,000 in the 2013-15 state fiscal
biennium, increases the state aid for technical colleges appropriation to the TCS
Board by $31,900,000 in that biennium, and increases the workforce training

program grants appropriation to DWD by $3,500,000 in that biennium for all of the
following purposes:
1. State aid to technical colleges for the reduction of waiting lists for enrollment
in programs and courses in high-demand fields, as determined by the TCS Board.
2. Grants for collaborative projects among school districts, technical colleges,
and businesses to provide high school pupils with industry-recognized certifications
in high-demand fields, as determined by DWD.
3. Grants to public and private organizations or services provided by DWD to
enhance employment opportunities for persons with disabilities.
The substitute amendment requires the TCS Board and DWD, in submitting
information to the Department of Administration for purposes of the 2015-17
biennial budget act, to submit information for the state aid for technical colleges
appropriation and for the workforce training program grants appropriation as
though the increases in the dollar amounts in those appropriations under the
substitute amendment had not been made. As a result, the amounts of those
increases are not included in the base amounts for the 2015-17 biennial budget.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB2-SSA1,1 1Section 1. 20.445 (1) (b) of the statutes, as created by 2013 Wisconsin Act 9,
2is amended to read:
AB2-SSA1,2,53 20.445 (1) (b) Workforce training program; grants and services. As a continuing
4appropriation, the amounts in the schedule for workforce training grants and
5services
under s. 106.27 (1) and (1g).
AB2-SSA1,2 6Section 2. 106.27 (1g) of the statutes is created to read:
AB2-SSA1,2,97 106.27 (1g) Workforce training program; expanded purposes. Of the amounts
8appropriated under s. 20.445 (1) (b) in the 2013-15 fiscal biennium, the department
9shall allocate $1,750,000 for each of the following:
AB2-SSA1,2,1210 (b) Grants for collaborative projects among school districts, technical colleges,
11and businesses to provide high school pupils with industry-recognized certifications
12in high-demand fields, as determined by the department.

6awarding grants under sub. (1) and the information with respect to those grants that
7must be contained in the reports required under subd. 3.

, is amended to read:
AB2-SSA1,3,1210 106.27 (2g) (a) 2. Receive and review applications for grants under sub. subs.
11(1) and (1g) and prescribe the form, nature, and extent of the information that must
12be contained in an application for a grant under sub. (1) or (1g).

, is amended to read:
AB2-SSA1,3,1815 106.27 (2g) (a) 3. Require reports from grant recipients describing how the
16grant moneys received by a grant recipient were expended and the outcomes
17achieved as a result of the training program certification program, or employment
18enhancement activities
implemented by the grant recipient.
AB2-SSA1,6 19Section 6. 106.27 (3) of the statutes, as created by 2013 Wisconsin Act 9, is
20amended to read:
AB2-SSA1,4,921 106.27 (3) Annual report. Annually, by December 31, the department shall
22submit a report to the governor and the cochairpersons of the joint committee on
23finance providing an account of the department's activities and expenditures under
24this section during the preceding fiscal year. The report shall include information
25on the number of unemployed and underemployed workers and incumbent

1employees who participate in training programs under this section sub. (1); the
2number of unemployed workers who obtain gainful employment, underemployed
3workers who obtain new employment, and incumbent employees who receive
4increased compensation after participating in such a training program; and the
5wages earned by those workers and employees both before and after participating
6in such a training program. The report shall also include information on the number
7of high school pupils who participate in certification programs under sub. (1g) (b) and
8on the number of persons with disabilities who participate in employment
9enhancement activities under sub. (1g) (c).
AB2-SSA1,9143 10Section 9143. Nonstatutory provisions; Technical College System.
AB2-SSA1,4,1611 (1) Technical college waiting list reduction. Notwithstanding section 16.42
12(1) (e) of the statutes, the technical college system board, in submitting information
13under section 16.42 of the statutes for purposes of the 2015-17 biennial budget bill,
14shall submit information concerning the appropriation under section 20.292 (1) (d)
15of the statutes, as affected by this act, as though the increase in the dollar amount
16of that appropriation under Section 9243 (1) of this act had not been made.
AB2-SSA1,9151 17Section 9151. Nonstatutory provisions; Workforce Development.
AB2-SSA1,4,2418 (1) Workforce training grants and services. Notwithstanding section 16.42
19(1) (e) of the statutes, the department of workforce development, in submitting
20information under section 16.42 of the statutes for purposes of the 2015-17 biennial
21budget bill, shall submit information concerning the appropriation under section
2220.445 (1) (b) of the statutes, as affected by this act, as though the increase in the
23dollar amount of that appropriation under Section 9251 (1) of this act had not been
24made.

1(1) Workforce training grants and services. In the schedule under section
220.005 (3) of the statutes for the appropriation to the joint committee on finance
3under section 20.865 (4) (a) of the statutes, as affected by the acts of 2013, the dollar
4amount is decreased by $3,250,000 for the first fiscal year of the fiscal biennium in
5which this subsection takes effect and by $250,000 for the second fiscal year of the
6fiscal biennium in which this subsection takes effect to decrease funding for the
7purposes for which the appropriation is made.
AB2-SSA1,5,178 (2) Technical college waiting list reduction. In the schedule under section
920.005 (3) of the statutes for the appropriation to the joint committee on finance
10under section 20.865 (4) (a) of the statutes, as affected by the acts of 2013, the dollar
11amount is decreased by $29,400,000 for the first fiscal year of the fiscal biennium in
12which this subsection takes effect to decrease funding for the purposes for which the
13appropriation is made. In the schedule under section 20.005 (3) of the statutes for
14the appropriation to the joint committee on finance under section 20.865 (4) (a) of the
15statutes, as affected by the acts of 2013, the dollar amount is decreased by $2,500,000
16for the second fiscal year of the fiscal biennium in which this subsection takes effect
17to decrease funding for the purposes for which the appropriation is made.

AB2-SSA1,6,619 (1) Technical college waiting list reduction. In the schedule under section
2020.005 (3) of the statutes for the appropriation to the technical college system board

22amount is increased by $29,400,000 for the first fiscal year of the fiscal biennium in
23which this subsection takes effect to increase funding for state aid to technical
24colleges for the reduction of waiting lists for enrollment in high-demand fields, as
25determined by the technical college system board. In the schedule under section

120.005 (3) of the statutes for the appropriation to the technical college system board
2under section 20.292 (1) (d) of the statutes, as affected by the acts of 2013, the dollar
3amount is increased by $2,500,000 for the second fiscal year of the fiscal biennium
4in which this subsection takes effect to increase funding for state aid to technical
5colleges for the reduction of waiting lists for enrollment in high-demand fields, as
6determined by the technical college system board.

AB2-SSA1,6,158 (1) Workforce training grants and services. In the schedule under section
920.005 (3) of the statutes for the appropriation to the department of workforce
10development under section 20.445 (1) (b) of the statutes, as affected by the acts of
112013, the dollar amount is increased by $3,250,000 for the first fiscal year of the fiscal
12biennium in which this subsection takes effect and by $250,000 for the second fiscal
13year of the fiscal biennium in which this subsection takes effect for the purpose of
14providing funding for grants and services under section 106.27 (1g) of the statutes,
15as created by this act.
