Section 3d. 20.9306 of the statutes is created to read:

1020.9306 Contracting for legal services; expenditures for $10,000 or
11more. Unless s. 20.9305 applies to the contract, if a state contracts for legal services
12and the estimated expenditure is $10,000 or more in the current biennium, the
1governor shall ensure that all of the following are available to the public on the
2Internet site of the office of the governor:

3(1) A copy of the contract entered into for the legal services during the period
4beginning 5 days after the contract is entered into and ending when the contract and
5all of its extensions expire or are terminated.

6(2) A copy of the governor's written determination stating that contracting for
7legal services is cost-effective and in the public interest and including all of the
8following:

(a) A finding that the attorney general's office lacks sufficient and appropriate
10legal and financial resources, which necessitates the need to contract for the legal
11services.

(b) The amount of time and labor required to perform the legal services,
13including the novelty, complexity, and difficulty of the legal issues involved and the
14required skill.

(c) The geographic area where the legal services are to be provided.

(d) The amount of experience with similar legal issues or cases needed for the
17particular type of legal services to be provided.

18(3) Notice of the amount of any amount paid under a contract entered into
19under this section during the period beginning 15 days after payment is made and
20ending 365 days after the payment is made.".
