(2) (br) In any county with a population of less than
500,000 750,000,
10appoint and supervise the heads of all county departments except those elected by
11the people and except where the statutes provide that the appointment shall be made
12by other elected officers. Notwithstanding any statutory provision that a board or
13commission or the county board or county board chairperson appoint a department
1head, except s. 17.21, the county executive shall appoint and supervise the
2department head. Notwithstanding any statutory provision that a board or
3commission supervise the administration of a department, the department head
4shall supervise the administration of the department and the board or commission
5shall perform any advisory or policy-making function authorized by statute. An
6appointment by the county executive under this subsection requires the
7confirmation of the board unless the board, by ordinance, elects to waive
8confirmation or unless the appointment is made under a civil service system
9competitive examination procedure established under s. 59.52 (8) or ch. 63. Any
10department head appointed by a county executive under this subsection may be
11removed at the pleasure of the county executive unless the department head is
12appointed under a civil service system competitive examination procedure
13established under s. 59.52 (8) or ch. 63.".
