Page 3, line 6: after "bodies." insert "Before determining whether to restrict public access under this paragraph, the department shall hold, in a county in which the proposed ferrous mining site lies, a public hearing on the issue of whether additional restrictions on access are necessary to ensure such safety. The department shall consider any statements or comments from the public that are made or submitted at the hearing before making its determination.".
