ASSEMBLY SUBSTITUTE AMENDMENT 2,
TO ASSEMBLY BILL 388

AB388-ASA2,1,2 1An Act to amend 15.60 (1), 15.60 (2) and 15.60 (3); and to create 15.60 (1m) of
2the statutes; relating to: membership of the government accountability board.
Analysis by the Legislative Reference Bureau
This substitute amendment increases the membership of the Government
Accountability Board to include two former municipal or county clerks, selected by
the leadership in both houses and nominated by the governor with the advice and
consent of the senate confirmed. These new members are nonvoting members.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB388-ASA2,1 3Section 1. 15.60 (1) of the statutes is amended to read:
AB388-ASA2,1,64 15.60 (1) There is created a government accountability board consisting of 6
5persons voting members and 2 nonvoting members. Members shall serve for 6-year
6terms.
AB388-ASA2,2 7Section 2. 15.60 (1m) of the statutes is created to read:

115.60 (1m) The 2 nonvoting members of the board shall be former county or
2municipal clerks and who are nominated by the governor, with the advice and
3consent of a majority of the members of the senate confirmed.
AB388-ASA2,3 4Section 3. 15.60 (2) of the statutes is amended to read:
AB388-ASA2,2,125 15.60 (2) All voting members of the board shall be appointed from nominations
6submitted to the governor by a nominating committee to be called the governmental
7accountability candidate committee, which shall consist of one court of appeals judge
8from each of the court of appeals districts. The members of the committee shall serve
9for 2-year terms expiring on March 1. The court of appeals judges shall be chosen
10as members by lot by the chief justice of the supreme court in the presence of the other
11justices of the supreme court. Service on the committee is mandatory except as
12provided in s. 758.19 (9).
AB388-ASA2,4 13Section 4. 15.60 (3) of the statutes is amended to read:
AB388-ASA2,2,1614 15.60 (3) Each voting member of the board shall be an individual who formerly
15served as a judge of a court of record in this state and who was elected to the position
16in which he or she served.
