AB388-ASA3,1,2 1An Act to amend 19.851 of the statutes; relating to: recording the closed
2sessions of the Government Accountability Board.

This substitute amendment requires the Government Accountability Board
(board) to make audio and visual recordings of all closed sessions convened by the
board. Current law allows the board to meet in closed session to deliberate on
matters concerning the investigation of alleged violations of the law under the
jurisdiction of the board's ethics and accountability division.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB388-ASA3,1 3Section 1. 19.851 of the statutes is amended to read:
AB388-ASA3,2,10 419.851 Closed sessions by government accountability board. The
5government accountability board shall hold each meeting of the board for the
6purpose of deliberating concerning an investigation of any violation of the law under

1the jurisdiction of the ethics and accountability division of the board in closed session
2under this section. Prior to convening under this section, the government
3accountability board shall vote to convene in closed session in the manner provided
4in s. 19.85 (1). No business may be conducted by the government accountability
5board at any closed session under this section except that which relates to the
6purposes of the session as authorized in this section or as authorized in s. 19.85 (1).
7The government accountability board shall make an audio and visual recording of
8all closed sessions convened under this section and shall maintain the recordings in
9the same manner as it would other records of closed sessions convened under this
10section.
