8(1) Notwithstanding section 16.42 (1) (e) of the statutes, if this subsection takes
9effect in fiscal year 2016-17, in submitting information under section 16.42 of the
10statutes for purposes of the 2017-19 biennial budget bill, the department of
11transportation shall submit information concerning the appropriation under section
1220.395 (5) (cq) of the statutes as though the increase in the dollar amount of that
13appropriation by
Section 9r (1) of this act had not been made.

2(1) In the schedule under section 20.005 (3) of the statutes for the appropriation
3to the department of transportation under section 20.395 (5) (cq) of the statutes, as
4affected by the acts of 2015, the dollar amount is increased by $118,700 for the fiscal
5year in which this subsection takes effect to increase funding for purposes related to
6the registration of certain vehicles that may display historical plates.".

Section 11.
Effective dates. This act takes effect on the first day of the 12th
9month beginning after publication, except as follows:
