AB554-SA1,1,1 At the locations indicated, amend the bill as follows:

AB554-SA1,1,2 1. Page 3, line 1: before that line insert:

AB554-SA1,1,3 " Section 1m. 66.0817 (intro.) of the statutes is amended to read:

AB554-SA1,1,6 66.0817 Sale or lease of municipal public utility plant. (intro.) A Except as provided in sub. (8), a town, village or city may sell or lease any complete public utility plant owned by it in the following manner:".

AB554-SA1,1,7 2. Page 4, line 19: after that line insert:

AB554-SA1,1,8 " Section 3m. 66.0817 (8) of the statutes is created to read:

AB554-SA1,1,9 66.0817 (8) (a) In this subsection, "foreign person" means any of the following:

AB554-SA1,1,10 1. An individual who is not a U.S. citizen.

AB554-SA1,1,12 2. A business entity that is organized or created under the laws of another country.

AB554-SA1,2,3 3. A business entity that is owned or controlled by an individual specified in subd. 1. or by another business entity organized or created under the laws of another country.

AB554-SA1,2,5 (b) A town, village, or city may not sell or lease to a foreign person any plant or portion of a plant used to provide water or sewer service.".

AB554-SA1,2,10 "(2m) The treatment of section 66.0817 (intro.) and (8) of the statutes first applies to sales under contracts entered into on the effective date of this subsection and leases entered into, or extended, modified, or renewed, on the effective date of this subsection.".
