AB554-SA5,1,11 At the locations indicated, amend the bill as follows:
AB554-SA5,1,2 21. Page 4, line 19: after that line insert:
AB554-SA5,1,3 3" Section 3g. 196.07 (1m) of the statutes is created to read:
AB554-SA5,1,54 196.07 (1m) (a) This subsection applies to an investor-owned public utility
5that has purchased or leased the plant of a municipal water utility under s. 66.0817.
AB554-SA5,1,96 (b) At the time that a public utility is required to file a balance sheet under sub.
7(1), the public utility shall file a report with the commission disclosing the customer
8complaints received by the public utility in the preceding year that relate to water
9service, water quality, billing, or safety.
AB554-SA5,3r 10Section 3r. 196.07 (2) of the statutes is amended to read:
AB554-SA5,2,711 196.07 (2) If a public utility fails to file with the commission a report with the
12commission
containing its balance sheet and other information prescribed by the
13commission or a report required under sub. (1m) by the date the report is reports are

1due under sub. (1), the commission may prepare the report from the records of the
2public utility. All expenses of the commission in preparing the report, plus a penalty
3equal to 50% of the amount of the expenses, shall be assessed against and collected
4from the public utility under s. 196.85. The amount of the charge to a public utility
5shall not be limited by s. 196.85 (1) (b) and shall be in addition to any other charges
6assessable under s. 196.85. The penalty provision of the charge shall be credited to
7the general fund under s. 20.906.".

AB554-SA5,2,9 9" Section 4m. 281.17 (8) (c) of the statutes is created to read:
AB554-SA5,2,1610 281.17 (8) (c) A person other than a municipality, interstate agency, state
11agency, or federal agency that owns a community water system that was previously
12a municipal water system, as defined in s. 160.257 (1) (c), shall deliver to its
13customers, every 6 months, a consumer confidence report or comparable report
14containing information on the quality of the water and the characterization of risks,
15if any, from exposure to contaminants detected in the drinking water delivered by the
16community water system.".
